VACANCY ANNOUNCEMENT

Background:

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 48 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

The Bangladesh Red Crescent Society (BDRCS), in collaboration with the Government of Bangladesh, has maintained a response through the Population Movement Operation (PMO) since 2017, the beginning of the crisis, providing essential support to displaced individuals across 33 camps and several host communities impacted by the influx. This significant humanitarian effort is supported by the International Federation of Red Cross and Red Crescent Societies (IFRC) and Partner National Societies (PNS) from various countries (the American Red Cross, British Red Cross, Danish Red Cross, German Red Cross, Japanese Red Cross, Qatar Red Crescent, Swedish Red Cross, Swiss Red Cross and Turkish Red Crescent) demonstrating a collaborative international response to the crisis. The involvement of these partners underscores the global commitment to addressing the needs of those affected by displacement and ensuring their well-being.

The Bangladesh Red Crescent Society (BDRCS), in collaboration with IFRC and PNS, implements comprehensive health projects in Cox’s Bazar to enhance the health and well-being of displaced individuals and host communities. These initiatives aim to reduce morbidity and preventable mortality by prioritizing maternal and child health through family planning, pregnancy care, newborn care, vaccinations, and non-communicable disease (NCD) management. Aligned with health sector priorities, the projects provide curative and preventive healthcare, community health messaging, and services such as Clinical Health Services, Community-Based Health and First Aid (CBHFA), and Mental Health and Psychosocial Support (MHPSS). Key interventions include the construction and equipping of Field Hospitals, Primary Health Care Centers, Mother and Child Health Centers, and Health Posts, thereby strengthening community resilience and ensuring improved access to essential healthcare services.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Job Title : Medical Officer.
Job Nature : Contractual.
Number of positions : As required.
Salary Range : BDT. 100,000/- (Monthly consolidated).
Period of contract : Initially one year (extendable subject to performance and availability of fund)
Duty-Station/ Organizational Unit/Department
: PHCC, Mother and Child Health Centers (MCH centers), Field Hospital & Health Post, Camp (Ukhiya/Teknaf), Cox’s Bazar.
Reporting to : Manager, Health and PSS, PMO.
Age Limit : 40 years (may be relaxed in case of outstanding candidates).

Purpose  

To oversee the indoor and outdoor health care service, manage health team and ensure health care services meet the quality standard.

Duties and responsibilities:

  • Clinical Care:
  • Conduct patient consultations and physical examinations, monitoring and administering patient medication to ensure the delivery of high-quality comprehensive emergency and primary healthcare services/ MCH care services and sexual and reproductive healthcare services are ensured
  • Assess and plan patient treatment and referral requirements.
  • Manage Medical, Pediatric, Neonates and Obstetric emergencies presenting to the health facilities, ensuring appropriate referral as needed.
  • Provide clinical support to the teams justified based on WHO/MoH protocols
  • Ensure all patient consultations and treatments are appropriately recorded
  • Oversee the provision of quality care within the SRH/ ASRH, ensuring consultations and treatments are in line with relevant clinical protocols, guidelines, and standard methodologies.
  • Provide health and hygiene promotion to patients and caregivers.
  • Ensure that IMCI protocols are implemented and followed by all staff (MA, Nurses, Midwives, vaccinators)
  • Ensure appropriate infection prevention and control measures are in place at the PHCC/ SRH and monitor staff adherence
  • Ensure patient confidentiality is respected, and that all consultations are conducted in a dignified and respectful manner
  • Complete all examinations and screening of patients.
  • Complete all clinical management strictly following IPC guidelines & procedures
  • Refer severe/high risk cases to referral hospital
  • Maintain pleasant work relation with staff.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.
  • Promote health education to beneficiaries and coordinate with community leaders and other stakeholders.
  • Coordinate and manage Local Government (CIC/RRRC), DGHS authorities, UHFPO, UN organizations, NGOs, and INGOs.
  • Prepare Facility based monthly activity reports and share findings regularly with the supervisor
  • Submit daily reports in a timely manner (DHIS2, EWARS etc.)

Position requirements 

Education

  • MBBS from recognized Medical College with BMDC registration.
  • CMU/DMU

Experience

  • Minimum 2 years as a medical professional with experience of handling a multidimensional team in health emergencies, previous experience of supervising and mentoring health staff.
  • Post-graduate training in Medicine/Surgery/gynecology & obstetric at least 6 months preferably.
  • Work experience in the Camp context will be an asset.

Excellent verbal communication skills and concise report writing skills.
Local language of Chittagong will be preferable also.

Ensure all patient consultations are documented and patient records completed
Assist and supervise medical staff in maintaining facility registers and other data collection tools, ensuring accurate and timely recording of information
Assist and supervise medical staff in daily collection, compilation, and reporting of data
Able to work in a multi-culture environment, able to take pressure, teamwork, self-motivated, organized, hardworking, and flexible regarding work hour and ability to live and work in challenging conditions
