Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, Climate Change Adaptation, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for suitable Bangladeshi candidate for the following position:

Job Title Planning, Monitoring, Evaluation and Reporting (PMER) Officer

Reportable To Manger, Jamuna as the person will be mostly engage for Project activities. And matrix line to manger 3C, and the relevant Directors along with director, PMER department
Salary Range BDT- 60,000.00 (Consolidated per month)
Age Limit 40 years maximum (Age limit will be relaxed in case of potential candidates)
Duty Station BDRCS at NHQ, Dhaka with extensive field visit in project areas.
Job Purpose
The PMER Officer will be assigned to the project and will work as part of the central PMER team of BDRCS. This role involves developing and maintaining effective planning, monitoring, evaluation, and reporting systems for the project while contributing to broader PMER functions across the organization. The responsibilities will be divided as follows: 40% to Jamuna project, 30% to 3C project and 30% to central PMER. The PMER Officer is responsible for linking the project with other relevant BDRCS departments, e.g. DCRM, Disaster Response, Training, Unit Affairs, Fundraising, and Youth and Volunteers, as well as external stakeholders.

Job Description / Responsibility:

A.Monitoring, Documentation, and Knowledge Management of Jamuna Project (40%)

B.Monitoring, Documentation, and Knowledge Management of 3Cs Project (30%)

C. Support to Central PMER (30%)

  • Extend support in planning and designing existing and upcoming programs/projects from M&E and research perspectives, working in a team with the central PMER team in the organizational planning e.g. Strategic Plan, Annual Operational Plan and designing of other programs and projects;
  • Lead mapping, assessment, and contextual analysis by providing coherent information and data to update frameworks;
  • Conduct prospective research, collaborate with project staff to develop; refine proposals and effectively present program;
  • Develop participatory M&E tools, mentor community facilitators on the tools; contribute to PMER framework development with the central team, and join central monitoring visits alongside the assigned project.
  • Provide technical support for baseline, midline, endline, evaluation, and impact studies conducted by external consultants, as needed;
  • Develop M&E plan, result based planning frameworks, indicators and tools for projects ( e.g, DRR/DRM, WASH, SWM, Health and Resilience). Track and update indicator reports for program heads and donors in a timely manner;
  •  Guidance project teams in planning designs and data requirements, and the development of monitoring tools and instruments.
  • Collect, organize, analyze, and manage data from field using Excel database and the BDRCS MIS system. Assist in developing and maintaining simple data management systems for projects, performing related information management activities, and being partially responsible for regular updating the MIS.
  • Design and conduct surveys, midterm/periodic evaluation, reviews and studies to monitor and assess program progress;
  • Formulate standard guidelines, tools and templates for monitoring and evaluation activities of project;
  • Work with BDRCS/SRC/IFRC and the PMER team to establish systems for collecting and addressing feedback from communities and stakeholders;
  • Conduct periodic monitoring visit to programme areas to assess progress against agreed M&E plan and recommend corrective actions as appropriate;
  • Collaborate with the PMER Section for system development initiatives under the guidance of the PMER Section of the P&D Department.
  • Build the capacity of program staff and volunteers on M&E tools, data analysis, reporting, and basic surveying techniques.
  • Establish and maintain effective working relationships with the SRC counterparts, BDRCS departments, and support services at HQ and field levels.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Reporting

  • Ensure the support, timely preparation and submission of reports by the Manager (Monthly, Quarterly Progress Report, Annual report, Programme update, Four- Monthly Movement-wide Report and any other reports as required), with a focused on organizational reporting from central PMER team;
  • Cooperate for making report to donors in collaboration with programme/ project staff ensuring compliance with individual grant requirements.
  • Contribute to wide Programme learning by preparing and disseminating lessons learned, good practices and evidence provided by Field team through information bulletins, operations updates and revisions, programme updates, annual reports and quarterly reports and ensure the standard formats and guidelines are adhered to and followed;

Requirements

  • Relevant University degree in Social Science/English/Statistics/ Environmental Science/ Forestry/ Disaster Management/Development related discipline or equivalent qualification in related area.
  • 3-5 years of professional experience in mentoring and knowledge management 
  • Skills in writing – reports, blogs, position paper, case studies, and other knowledge document
  • Ability to design small field research 

Additional job requirements

  • In good mental and physical health;
  • Training in or experience of researching and writing narrative reports;
  • English fluent (excellent writing skills required),
  • Self-supporting in computers (Windows, spreadsheets, word-processing);
  • Competencies: preferable-RCRC movements, Results Focus & Accountability, Teamwork, Communications, and Professional Mastery, Analytical skills, ability to think strategically and able to influence, communicate, co-operate and negotiate with a wide range of people and organizations.

Person’s Specifications:

  • Experience in planning, monitoring, evaluation and reporting
  • Experience in planning and managing budgets
  • Experience in writing and evaluating project proposals
  • Excellent interpersonal skills and able to work effectively in a team and respects opinions of others
  • Works well under stress and works well with deadlines
