The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building, and promoting Red Cross/Red Crescent ideals and principles.
Currently, the Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of Nature Pulse project in Barguna funded by BRC:
Job Title : Assistant Finance & Admin Officer.
Department:Disaster & Climate Risk Management.
No. of position: 01 (One).
Job Nature: Contractual.
Reportable to: Assistant Project Manager – project implementation and liaison
Salary Range: Up to BDT. 50,000/ per month (Consolidated).
Duration of contract: Up to 31st December 2025 (with the possibility of extension based on project funding availability).
Duty station: Barguna.
Starting Date: As soon as possible.
Organizational context
The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary-General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to `To become a leading humanitarian organization by mobilizing the power of humanity`. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal times. |
The Bangladesh Red Crescent Society (BDRCS), in partnership with the British Red Cross (BRC), is launching the "Nature Pulse" program to enhance the resilience and well-being of coastal communities in the Sundarbans. This program will use nature-based solutions to protect the region’s vital mangrove ecosystems, which act as a "green shield" against climate impacts like cyclones, flooding, and coastal erosion. Through community consultations and engagement, practical activities will be introduced to help restore mangroves while providing alternative livelihoods for locals, reducing their dependency on natural resources, and introducing climate-resilient WASH facilities and health awareness programs. The project aims to improve living conditions and protect the environment, while also building the skills and capacity of community members, local government, and volunteers. Partnerships with national and international organizations will further support mangrove restoration and monitoring. The program will also raise awareness about Climate Justice, helping communities understand their rights and advocate for long-term, sustainable change. |
Project Summary
Job purpose
The Assistant Finance & Admin Officer will provide financial and administrative support daily to ensure the effective implementation of the Nature Pulse project in Barguna implemented by BDRCS in line with the project budget and project proposal. The Assistant Finance & Admin Officer will work in close coordination with their line manager & project coordinator, as well as the entire project team in an effective, efficient, and timely manner. This post holder will also ensure all the project expenses & admin-related matters are addressed in accordance with BDRCS standing order and standard compliance, rules, and procedure, as well as back donor’s requirements.

Job duties and responsibilities
Assistant Finance & Admin Officer of the Project:
- Maintain books of accounts, Prepare monthly, quarterly, and annual project Financial Reports in consultation with line Managers and project partner’s counterpart in the finance department as per the prescribed format and timeline.
- Prepare bills and vouchers in accordance with the organization’s policies while ensuring donor requirements are met.
- Preparation of payments, vouchers, cheques, and posting vouchers in cash/bank book/accounting software. Keep the accounts and financial management transparent and up to date for all concerned.
- Make payments after verification of the accuracy, validity, and legitimacy of all documentation, ensuring, completeness of financial documents, (purchase requests, work orders, invoices), proper coding, and approval by responsible managers before payments are made.
- Maintains appropriate filing of financial records including but not limited to bills, invoices, etc., and ensures proper backup of all files.
- Prepare monthly and quarterly project financial forecasts in consultation with their line manager and communicate with the finance department to ensure money is ready for project expenditure.
- Ensure payments of the expenses, bills, salary, Tax & VAT paid within the project budget following organizational procedures.
- Prepare monthly financial statements, bank reconciliation statements, and others related financial statements.
- Maintain liaison with program staff, participate in regular team meetings and render support as and when necessary.
- Work with the Project Coordinator for the budget revisions and advise on their realism, consistency, and compliance.
- Monitor & check the daily attendance, leave, and movement of the employees as per instruction.
- To ensure a Clean, Safe, and Hygienic Office environment.
- Support staff booking travel, accommodation, venues, etc., and support logistics arrangements for team meetings, and partner and donor visits.
- Monitor Driver, Vehicle, and Logbook as per set rules.
- Monitor/Check telephone bills (Local, NWD, and ISD)
- To maintain and update the stock of project goods and stationery.
- Ensure project-related documentation is up to date and filed in accordance with project requirements.
- Other work/task/assignment given by management.
- Overall Asset and Stock management for the project (Physical asset verification, updating asset and stock register Yearly/half yearly/ quarterly/monthly). Support BRC Logistic Manager in keeping records of assets and stocks.
Audit & Risk Management:
- Responsible for complying with government policy including VAT & Tax deduction at source and deposit to the treasury as per Government rules.
- Provides advice and recommendations to program personnel on financial procedures and practices, as required.
- Keeping invoices, staff advances other financial documents and records properly & safely.
- Provide support to auditors in conducting audits of financial activities and response to audit observations if any.
- Implement corrective actions to manage financial risks.
- Ensure that accurate and complete accounting documents and any other information are available to all stakeholders for reference and future needs.
- Oversee project audit processes by preparing, facilitating, & ensuring smooth processes
- Carry out any assigned task that needs to be accomplished within the due time as instructed by Line Manager or competent authority.
