Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of Climate-Resilient Clean Cities (3C) Project:
Job Title : Field Officer.
Job Nature: Contractual.
Position: 03 (Three).
Duration of contract : Initially for 01 year (with the possibility of extension).
Salary Range: BDT. 30,000/- (Monthly Consolidated).
Reporting to: Assistant Project Manager (APM) & Project Manager (PM)
Age limit : 45 years (age limit will be relaxed in case of the potential candidate).
Duty station: 02 for Khulna and 01 for Gazipur.
Job Summary:
BDRCS and SRC partnership program named Climate-Resilient Clean Cities (3C) Project is currently implementing in two cities in Bangladesh. The project is set against the context of Bangladesh's rapid urbanization. This rural-to-urban migration is driven by factors such as seeking better economic opportunities, access to services, and loss of livelihood opportunities due to climate change. The project aligns with all three program domains (DRR & CCA, Health, and Migration). The project will be implemented in 2 cities in Bangladesh. One of the proposed cities is Gazipur, and another is Khulna. SRC-BDRCS partnership program is keeping the following key areas as a driving force for achieving the overall goal of establishing climate-smart cities.
(A) Adapting disaster and climate risk preparedness & safe behaviours through raising risk awareness and basic preparedness measures within the community and LGIs.
(B) Addressing climate focus migration issues through different adaption measures.
(C) Increasing resilience of the community and capacity of the LGIs through target-specific (slum) service delivery.
(D) Addressing the emergency situation considering the triple nexus approach.
(E) Strengthening the culture of Learning through knowledge management, partnership and advocacy.
The Field Officer will play a crucial role in the implementation and coordination of the Climate-Resilient Clean Cities (3C) project. This project aims to enhance urban resilience against climate change impacts and promote sustainable cleanliness initiatives within urban communities. The Field Officer will collaborate closely with the Project Manager, project team, and various stakeholders to ensure the effective execution of project activities, monitoring, and reporting.
Roles & Responsibilities:
1. Urban Development Planning:
- Prepare comprehensive urban development plans for BDRCS targeting specific communities and city branches.
- Implement urban development plans effectively, ensuring alignment with project goals.
- Assist to prepare Project Plan and capacity assessments, context and stakeholder analyses, and mapping, for clarifying the project objectives.
2. Data Collection and Needs Assessment:
- Collect and analyze data from communities and cities to assess their specific needs.
- Conduct thorough needs assessments to inform project planning and implementation.
- Evaluate how the data aligns with the goals of the needs assessment.
- Recognize areas where current resources or services are lacking.
3. Community Engagement and Mobilization:
- Engage and mobilize community participation in project activities, with a focus on including vulnerable groups.
- Organize and facilitate training sessions, workshops, and awareness campaigns on climate resilience and urban cleanliness.
- Support to different Local Citizens, CBOs, NGOs, Others Community groups at City Corporation level to ensure better livelihood in urban area especially in slum area.
4. Activity and Implementation:
- Support to different Local Citizens, CBOs, NGOs, Others Community groups at City Corporation level to ensure better livelihood in urban area especially in slum area.
- Formation and reformation of Ward Disaster Management Committee of City Corporation, providing training for functioning, preparing plans, organizing regular meetings and providing necessary support.
- Assist in formulation and implementation of work plan of integrated solid waste management of Ward level in City Corporation with support of 3C project of BDRCS.
- Support the mainstreaming of cross-cutting components of Community Engagement and Accountability (CEA), Protection, Gender, and Inclusion (PGI), branch development and youth engagement in the overall project design and implementation.
- Ensure compliance with relevant and applicable quality and accountability standards, both for BDRCS and SRC.
- Implement city-level tasks of different urban projects, in collaboration with ULO and Unit Executive Committee.
- Any others task assigns by the authority.
5. Advancing Relationship:
- Build and maintain strong relationships with local government authorities, community leaders, NGOs, and other relevant stakeholders.
- Represent BDRCS at meetings, forums, and networks to advocate for climate resilience and clean city initiatives.
6. Disaster Risk Management (DRM):
- Support Ward-level Disaster Management Committees in preparing and implementing Risk Reduction Action Plans (RRAP) and Disaster Risk Management (DRM) plans.
- Assist these committees in conducting regular meetings and analyzing existing plans to explore BDRCS's engagement opportunities.
7. Resource Management:
- Identify the community resource and prepare plan for proper utilization for community.
- Managing resources effectively, whether community resources, materials, or time, is vital. Field Officer (FO) ensures that resources are allocated efficiently and are used to achieve optimal results.
8. Documentation and Reporting:
- Document and share best practices and success stories to contribute to project improvement and scaling up.
- Support advocacy efforts to influence policy and promote sustainable urban resilience and cleanliness initiatives.
- Contribute to the preparation of periodic project reports for internal and external stakeholders.
Required Education and Qualification:
- Bachelor’s degree in any discipline. (Environmental Science, Urban Planning, Climate Change, Development Studies, Social Science or a related field. Master’s degree is preferred).
- Training in the field of Disaster Risk Reduction, Climate Change Adaptation, livelihoods programming, Waste Management, Forecast Based Action/ Anticipatory Actions will get priority.
Knowledge, Skills and Experience:
- Minimum 3 years of experience in project management, climate resilience, waste management, community development, or related areas.
- Proven experience working with local communities (City Corporation, Pouroshava), government agencies, and NGOs/INGOs.
- Strong understanding of climate resilience, Waste Management, Environmental Sustainability, and Community Engagement Principles.
- Experience and skills in field assessments, training, mentoring, and coaching of staff and volunteers in a cross-cultural setting.
- Excellent communication, facilitation, and interpersonal skills with as strong capacity to build collegial relationships.
- Excellent communication, interpersonal, and negotiation skills.
- Proficiency in MS Office applications and data analysis tools.
- Fluency in Bangla and English, both written and spoken.
