Red Cross Red Crescent (RCRC) Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a National Society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government in the Disaster Management field, BDRCS has provided humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting RCRC ideals and principles.

Job Summary

This position will support the establishment of a real time Community Based Surveillance (CBS) data management system that will capture and provide information on health situation and events from target communities for early detection, investigation, and response to disease outbreaks. The position will establish both digital and manual platforms to enable the systematic collection, transmission, analysis, and dissemination of data from communities to the national level. The position will ensure efficient and accurate supervision of data collected through community-based surveillance systems, facilitating timely analysis and reporting to support decision-making and response activities. This position will also perform the necessaries to update CBS data collection software if and when necessary.

Job duties and responsibilities

  • To support preparing and regular updating of the online data collection mechanism (CBS App) and dashboard preparation as per the guidance of the technical team.
  • Design and implement data collection tools and databases tailored to the needs of community-based surveillance programs.
  • Coordination with CBS technical team of BDRCS and IEDCR; daily analysis and reporting of collected information.
  • Conduct data analysis and generation of alerts to the designated person(s) for early investigation and response.
  • Prepare data collection guidelines and tools as will be needed and linked to the digital applications.
  • Train community health volunteers on data collection protocols, including data entry, validation, and quality assurance measures.
  • Develop and maintain standard operating procedures (SOPs) for data management processes, ensuring compliance with relevant data protection and privacy regulations.
  • Regularly monitor data quality and integrity, identifying and addressing issues in collaboration with relevant stakeholders.
  • Conduct routine data analysis (daily, monthly) to generate reports and dashboards for stakeholders at various levels, highlighting key trends and insights.
  • Generate urgent and/or special reports if necessary.
  • Support the integration of data from community-based surveillance systems with existing health information systems in BDRCS and IEDCR
  • Provide technical assistance and capacity building to BDRCS staff and volunteers on data management best practices.
  • Collaborate with other team members to ensure seamless coordination and communication within the surveillance network.
  • Participate in meetings, workshops, and training related to community-based surveillance and data management as required.
  • Other relevant support to the national team as required.

 Position Requirements

Education and Experience   Required
a. A bachelor’s degree on technical discipline with IT qualification or higher in a relevant field such as Health informatics, Information Management, or related disciplines. Master’s Degree is a plus.
b. Knowledge and experience on Computer Science, Computer information system, Data Science etc.
c. Proven work experience in App making, dashboard and website development.
d. Proven experience in data management, preferably in the context of public health, health surveillance or community-based surveillance programs.
e. Proficiency in data management software and tools such as Microsoft Excel, Access, or other database management systems.
Familiarity with data analysis and visualization techniques using software such as R, Python, Go Data, Kobo, SPSS, etc.
f. Strong analytical and problem-solving skills, with attention to detail and accuracy.
g. Ability to write and prepare data analysis report in English.
h. Excellent communication and interpersonal skills, with the ability to work effectively in a multidisciplinary team and with diverse stakeholders.
i. Prior experience working in low-resource or humanitarian settings is desirable.
