Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Job title : Asst. Livelihood Officer.
Service type : Contractual.
Position : 02 (1 Male & 1 Female)
Duration of contract : Up to 31-12-2024 (may be extended).
Salary : BDT- 45000/-
Age limit : Up to 40 years (May be relaxed for outstanding candidates).
Reporting line : Sr. Cash & Livelihood Officer.
Duty station : Field Based (Ukhiya, Cox’s Bazar).

Purpose of the position:

Asst. Livelihood Officer is mainly responsible for livelihoods project interventions in Cox’s Bazar as part of a 6-month project that aims to create income generation opportunities for women, through trainings and distribution of livelihood assets. Asst. Livelihood Officer will be based in Camp and Host / PMO and be responsible for the technical oversight of the livelihood‐related activities on behalf of BDRCS, to ensure building the technical capacity of project staff and ensuring quality and timely delivery of the livelihood activities. This position will also play a main role in ensuring truly integrated programming by promoting intense collaboration with QRCS coordinators and partner staff in the field of child protection. This will allow for effective targeting and support to households. Asst. Livelihood Officer will assist the end of Program with the start‐up, implementation, and monitoring of livelihoods activities, including entrepreneurship training, small business grants, and conducting awareness that will support participants in developing skills that will enable them to access better income‐earning opportunities.

Main Responsibilities:

A. Planning: 

  • Assist management for project proposal development through gathering need assessment data, Community need assessment data by conducting FGD, KII, and Community Consultation Meeting etc.
  • Develop monthly work plans in line with the detailed implementation plans and day to day follow up of the planned activities under the supervision of Sr. Cash & Livelihood Officer
  • Support to skill development of the BNF HHs through the identification of training need, planning, organize and facilitation of training and/ or identification of external training providers.
  • Together with Line Manager, Schedule regular monitoring and ensure modification of Program activities as required, including addressing any issues that may arise.

B. Programme Implementation: 

  • Assist to the Skill Development Trainers and Livelihood volunteers to identify of the most vulnerable HHs through community consultation meeting and finally assist Supervisor for the registration of the HHs.
  • Conduct training on Individual action plan/ Business Development Plan preparation and assist to develop IAP/ BDP with the selected vulnerable guest & host community HHs, develop/ modify training and awareness session materials and training need assessment.
  • Regular follow-up of the Skills development training supported HHs and provide necessary technical guidance and support to the BNFs. Continually build skills and knowledge of Community Volunteers through on-the-job Monitoring & Coaching.
  • Ensuring proper follow up and monitoring livelihoods activities initiated by the project through regular field visit.
  • Provide self-reliance related technical support to the field team to build up their capacity.
  • Organized and conducted self-reliance training to beneficiaries at camp level.
  • Assist to develop/ adapt Standard Operating Procedures (SOP) for IGA, Tree Plantation, and Community led Approach, Life skills training / Sessions materials etc.
  • Conduct Non-Food items (NFI) distribution to the selected Vulnerable Guest Community People.
  • Maintain team spirit among the team members and keep linkage with other operational areas of work. Different approval taking and completion certificate collection from CIC & RRRC.
  • Pro‐actively engage with other project staffs in the development of Community Engagement.
  • Strategies, community‐based and social cohesion‐focused initiatives. 
  • Perform any other duties and responsibilities as and when directed by Management.

C. Evaluation & Reporting:

  • Assist Supervisor & PMER team to evaluate the program quality through providing data.
  • Regular Monthly report, Quarterly report, Annual report, Case Study and learning documents preparation and share with Management as per doners’ requirements.
  • Preparing of the monthly and quarterly training reports and indent of training materials and logistics. 
  • Responsible for preparing period or ad-hoc monitoring or general report as committed or requested.
  • Providing necessary information to higher management in decision making.

D. Coordination & Communication:

  • Liaise and coordination with different stakeholders (including CiC office, Site management, Upazila administration, agriculture department, Livestock department, UN and NNGO/ INGOs, Livelihood working group) specific to Food security, Livelihood and Soft Skills to seek their support for Program implementation and update them on the progress of the Project.
  • Ensuring proper coordination and linkage with Agriculture, Livestock, Fisheries, Youth Development, and other related departments of Government for ensuring quality training to beneficiaries.
  • Participate in Monthly Coordination Meeting for ensuring better coordination at CiC Office, Inter Sector Coordination Group (Livelihood and Skill Development Sector & Food Security Sector).
  • Represent the Organization as and when needed for various Meetings, Seminars, workshops arranged by various NGOs and Govt. (ad-hoc).
Education
  Required Preferred
A degree in Agriculture, Business Administration, Environmental Studies, Disaster Management, Social Work, Social Sciences, Community Development, Development Studies, or related field

Masters/ Post Graduation in relevant subject.

Experience

Minimum 3 years of experience in livelihoods programs, Entrepreneur Development, Vocational Training, Social Work and Community 
Mobilization, Community Led program.

Capacity to communicate in Rohingya/ Chittagonian language is required.
