Bangladesh Red Crescent Society (BDRCS) is volunteer-based humanitarian organization working across the country through its country-wide network of 68 branches and volunteers. BDRCS was constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. Since then, BDRCS has been rendering humanitarian services as an auxiliary to the public authority.
The vision of BDRCS is “to strengthen leading role as a humanitarian organization by mobilizing the power of humanity”. Migration and displacement are critical issues in Bangladesh, affecting vulnerable communities and exacerbating existing humanitarian challenges. Acknowledging the fact, BDRCS has incorporated migration and displacement issues as a strategic priority within the framework of its Strategic Plan 2021-2025. Accordingly, BDRCS has been actively engaged in initiatives to support and assist migrants and displaced populations in the country and beyond.

Job purpose:
The Director, Health will work towards the strategic implementation, improvement and development of BDRCS flag ship Health department. He/ She maintains coordination and collaboration with key stakeholders’, relevant government ministries. The director will ensure alignment with international guidelines including health safety standards in blood collection, storage and distribution. The director will ensure to integrate health programme as per the BDRCS’s goals of its Strategic Plan.
Duties and Responsibilities
- Assist the Secretary General (SG) in implementing Strategic Plan of BDRCS.
- Direct, guide, coordinate and supervise all functions of the health sectors and its various units as planned and targeted.
- Provide strategic and programmatic leadership in designing and achieving overall objectives of the department.
- Provide guidance and coordination to all department cells within in developing a development plan (DP) and action plan as envisioned in Strategic Plan.
- Act as supervising authority and administrative in-charge of medical officers/ Health personnel, blood centers, rural mamaternity centers and primary health care projects of all sector/units.
- Keep vigilance for quality health care service delivery by all medical institutions of BDRCS following the guidelines of the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare (MoHFW).
- Inspect each of the medical institutions, programs and projects under the Director’s administration to ensure that the desired level of services and efficiency are maintained.
- Oversee the requisition process of medicines and medical appliances for medical facilities – the health institutions under the Director’s administration and procurement.
- Ensure regular supply of medicines and appliances to be issued from the medical store to the respective health institutions.
- Responsible for overseeing the implementation and progress of all donors supporting medical and health care projects and visits these projects as often as possible.
- Submit quarterly well consolidated and written narrative progress report on health activities.
- Provide technical support to the MCH program in grooming all 68 units for providing services with close coordination with the MoHFW’s service delivery system.
- Provide visionary leadership to the Blood Program aimed at covering 80% of the national requirement of blood and blood products following national guidelines and protocols for blood safety.
- Keep in close monitoring and ensure quality of care including safe clinical disposal.
- Extend management and technical support to strengthen the capacity of the health department.
- Plan and develop HIV/ AIDS program for all targeting vulnerable and high-risk groups, adolescent and youth, and internal and external migrants and general population.
- Foster and maintain effective working relationships with MoHFW, DGHS and other related ministries, directorates/ departments, partners, donors and development agencies and stakeholders.
- Liaise with IFRC delegation for different PNS supported projects and ICRC in particular.
- Highly organized, proactive and innovative approach to work.
- Flexibility (e.g. working beyond office hours if needed).
Experience, knowledge and skills requirements:
- At least 10 (ten) years working experience in public health sector/ medical field either government or private hospital.
- Retired Govt., semi-Govt. medical personnel will get preference.
- Experience of monitoring, coaching, managing and supporting staffs.
- Experience in a humanitarian/ development or international organization is preferred.
- Experience on project management, planning, monitoring and evaluation, programme/finance reporting, administration and documentation system.
- Excellent verbal and written communication skill in English.
- Excellent computer skills.
Academic Requirements:
- The candidates must have graduation degree in any medical discipline.
- Master’s degree in Public Health/health services administration would be an added advantage.
- The candidates must be registered with the Bangladesh Medical & Dental Council (BMDC).
