Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Overall purpose of the role:

The Manager - NSD, will support overall National Society Development and Program Quality efforts of BDRCS to ensure growth in leadership, management, sustainability system and development of other relevant institutional capacities. The incumbent will work under direct supervision of Director – P&D Department with close coordination with all relevant Directors/ Focal Points of BDRCS. S/he will also work closely with NSD Sr. Managers/ Managers of IFRC, BRC etc. and collaborate with all in-country Movement Partners to ensure centralized and harmonized NSD support. The specific roles and responsibilities will include:

Planning and management

  • Support P&D Director in the process of strategic planning and corresponding operational planning of BDRCS.  
  • Provide technical guidance to departments and branches for development of annual operational plans and budgets in line with strategic objectives and transformations.
  • Take lead in developing plan of action and result framework for overall National Society Development of BDRCS by engaging all relevant departments and ensuring inputs from all in-country Movement partners.
  • Be focal point for overall management of NSD projects/ programs funded by BRC or other Movement Partners
  • Work closely with program/ project teams for integrating NSD components from designing and planning stages and ensuring resourcing for implementing those.
  • Liaise with IFRC, ICRC and PNSs country team and develop proposals for capacity building/ NSD funds.  

Monitoring, evaluation, learning and reporting.

  • Develop and update Monitoring and Evaluation framework/ plan for NSD and ensure roll out of it.
  • Ensure proper monitoring and progress tracking of NSD projects and interventions in line with framework.
  • Follow up with relevant departments and get update time to time on implementation of NSD activities.
  • Work closely with PMER and provide guidance to ensure tracking of strategic targets on a regular basis.
  • Be focal point ensuring all NSD related reporting including donor reporting and project progress reports.   

Partnership, coordination, and collaboration

  • Coordinate with IFRC, BRC and other Movement Partners for centralized and integrated NSD support to BDRCS.  
  • Assist roll out of Agenda for Renewal and New Ways of Working process in BDRCS in collaboration with Movement partners. 
  • Coordinate BDRCS NSD Working Group and represent BDRCS in regional NSD coordination platforms as well as at various external humanitarian coordination platforms.
  • Maintain good working relationships and ensure timely two-way communications with all OD/ NSD departments.

Institutionalize Program quality, learning adaptation and accountability.

  • Provide support to strengthen program quality and standards through strong PMER, PGI, CEA functions.  
  • Organize and facilitate regular learning-reflection sessions on NSD and assist in creating a learning culture and promote adaptive management across organization.  
  • Conduct systematic assessments of gap in existing services in coordination with programs and departments.
  • Promote the principles of Localization and social Inclusion and ensure adherence at all levels of program and service delivery.

Enhance core capacities and overall support system toward organizational sustainability.

  • Work closely with Y&V, UA, Finance, HR, FR, Logistics Departments for proper roll out of policies, frameworks and standing orders and support digitalization of the system and process.
  • Assist P&D Director in OCAC and BOCA implementation as well as progress tracking process.
  • Work closely with branches and provide technical support for branch development in line with the Branch Development Framework of BDRCS. Assist modification and updating of Branch Development Framework time to time to considering the changes in the context.

Knowledge and experience

  • Relevant university degree
  • At least 8 years of experience in national, international humanitarian or development organizations or member-based organizations. Having experience to working with Red Cross Red Crescent Movement would be an added benefit.
  • Proven experience in strategic planning, leadership development, change management, capacity enhancement and PMEAL.
  • Experience in programs/ projects and grants management including financial management. 
  • Familiarity with IFRC NSD framework, NSD compact as well as IFRC policies, guidance and procedures including IFRC NS Financial Sustainability Framework, Statutes Guidance, IFRC procedures for addressing integrity issues, Movement country coordination framework and tools etc.

  • Ability to inspire others; to pass his/her skills to others and to motivate them to put them into practice.
  • Ability to adapt various concepts and tools to the particular environment and needs of the relevant National Society.
  • Competence in IT (Word, Excel, Power Point, PowerBI, and relevant AI software’s, etc.)
  • Excellent Bangla and English; spoken and written.
  • Organizational and contextual analysis to understand keyways of working (volunteering, branches, resourcing), organizational challenges, key relationships and identify own NSD role;
  • Understands financial statements / accounts.
  • Identify, communicate and managing risk (including integrity)
