Primary Health Care Center (PHCC) Officer

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under Population Movement Operation (PMO), Cox’s Bazar:

Purpose:

  1. PHC operations and coordination: To ensure the smooth operation of one PHCC by coordinating 5 service providers in close collaboration with the Swiss Red Cross and MoHFW/DGHS. The PHCCs aims at increasing the access of camp and host communities to 24/7 quality primary health care services, including psychosocial support and eye health services.
  2. Health outreach work: To coordinate with and provide necessary support to the BDRCS health outreach team (CBHFA) in the catchment area of the respective PHCC . The health outreach aims at raising the awareness of the population on improved health behavior, increasing the knowledge about services provided at PHCC and ensure follow up with individuals as per need.

Roles and responsibilities:

Coordination and planning:

  • Coordinate the delivery of the PHC services of 5 service providers in the field of general health (OPD & IPD); maternal, newborn and child health (MNCH); family planning; normal deliveries; immunization; menstruation control; post abortion care; psychosocial support (PSS); nutrition screening and counselling; eye health; palliative care etc.
  • Organize and chair monthly coordination meetings with the involved service providers and submit update reports with the line manager in Cox’s Bazar, flagging key challenges in a timely manner.
  • Ensure that operations & maintenance (O&M) activities at the PHCC are well-coordinated and harmonized.
  • Work closely with the BDRCS Health and PSS Manager, Health Programme Coordinator, Community-Based Health and First Aid (CBHFA) Coordinator and SRC Programme Manager (PM) in Cox’s Bazar to prepare detailed implementation/activity plans on PHC operations, maintenance, coordination and outreach activities.

Operations

  • Manage the effective use of assets, financial resources, and facilities to comply with BDRCS and partner requirements.
  • Identify needs for equipment, materials and medication and ensure regular and timely procurement.
  • Support the systematic referral system at the PHCC following the referral protocols, both referring patients internally to other service providers and externally to next higher facilities.
  • Support periodic assessments of the facility and the electricity, generator, solar system, and the completion of necessary maintenance works, in close coordination with the line manager and the SRC Programme Manager.
  • Supervise the facility support staff and working distribution among them.
  • Provide technical support during emergency situations like floods, cyclones, fires, and other disasters in planning and monitoring of health relief activities in affected areas.
  • Support the assessment of emerging diseases outbreaks including need-based monitoring at facility-level and provide technical support to health response activities.
  • Facilitate field visits of BDRCS, SRC and partner staff to the PHCC and surrounding camp project area.

Liaison:               

  • Liaison with Camp in Charge (CiC) to ensure necessary information flows to and from CiC, obtain necessary approvals and provide necessary needs assessments and periodic project reports.
  • Liaison with local government representatives, I/NGOs (e.g. with camp management, community health focal point etc.) active in camp to coordinate relevant activities and receive necessary information and support and strengthen above-mentioned activities.
  • Participate in camp coordination meetings and health coordination meetings at camp level.

Monitoring, Reporting and Documentation:

  • Responsible for data collection and reporting into the PHCC Monitoring and Information System (MIS).
  • Submit daily DHIS-2 and EWARS relevant data, as well as data on service deliveries in Kobo reporting system.
  • Ensure service providers and volunteers submit accurate data in a timely manner.
  • Prepare reports and documentations (such as case studies, monthly and annual reports) as per the need of BDRCS-SRC.
  • Oversee follow up the community engagement and two-way communication system to ensure accountability to beneficiaries.

Leadership, Teamwork and Capacity Development:

  • Guide and supervise PHCC volunteers/staff (7 Cleaners and Support Staff, 3 Security Guard), in total 10 persons report to this position. Provide training and on-the-job training to support staff for their capacity building.
  • Coordinate closely with the CBHFA Officer, the 2 Community Health Facilitators and 10 Outreach volunteers to ensure relevant and smooth outreach activities that are well connected to the PHCC.
  • With support of the line manager, ensure readiness and support all BDRCS response activities in case of diseases outbreak.
  • Ensure that PHCC services are conducted at a high level of quality, safety, integrity, and cultural sensitivity.
  • Ensure a constructive work environment for all facility staff and volunteers and strengthen shared ownership and accountability.
  • Take into consideration any feedback by service providers and take necessary action or involve the line manager where necessary.

Qualifications & requirements:

  • Bachelor’s degree in social sciences, public health, business administration, or similar field.
  • At least 5 years of work experience in the social, protection or health sector.
  • At least 3 years management and coordination experience, i.e. managing teams of more than 3 persons.
  • Demonstrated high level of motivational and communication skills; excellent interpersonal skills and ability to work in a team under difficult circumstances.
  • Fluency in both spoken and written in Bangla is a requirement.
  • English and/or Rohingya language skills are an asset; such candidates will be given preference.
  • Proficiency in MS Word, Excel, as well as Bangla and English language typing are a requirement.
