Red Cross - Red Crescent (RCRC) Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government in the Disaster Management field, BDRCS provides humanitarian assistance to vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building, and promoting Red Cross/ Red Crescent ideals and principles.

Roles and Responsibility:
- The Program and Reporting Officer will provide technical expertise, advice, and solutions that support the strategic results of the BDRCS program at Bhasan Char.
- Overall project cycle management: Project planning to align with the project proposal or objective, preparing baseline survey, designing, project implementation, monitoring, evaluation, and reporting.
- Develop communication with donor agencies, project staff, OPDs, NGOs, INGOs, etc.
- Responsible for overseeing the development and execution of project activities, budgeting, developing monitoring processes, and making evaluation reports.
- Develop technical documents, including project concept papers, monitoring & evaluation reports, and annual reports.
- Liaise and close coordination with the Field Site Management unit of UNHCR and other units.
- To take a leading role in the development and implementation of an Emergency Preparedness Response and core Site Management Support activities in consultation with UNHCR, CIC, Navy communities, and other sectors and actors.
- To undertake contingency planning related to cyclones, flooding due to tidal surge, and fire using participatory methods in consultation with communities.
- To undertake disaster risk vulnerability mapping, the comprehensive EPR database, and guidelines in Bhasan Char, and to share findings with relevant sector leads as well as advice on preparedness actions.
- Undertake the management and training of SMSVs and EPRVs to ensure they have the required tools and equipment to perform their duties.
- To undertake regular drills at the camp level in coordination with the fire department, CPP, and the CIC
- Carry out capacity building/training for the various sectors within BDRCS on SMS, EPR, and other relevant topics.
- Attending and representing BDRCS in sectoral coordination meetings both at the inter-agency and camp level.
- Ensure monthly, quarterly, and periodic reporting, documents, and guidelines to BDRCS authority and donor agencies.
- Prepare all sorts of numerical and narrative reports of the operation e.g. Monthly Situation report, CFRM, Incident, Service Monitoring visual report, and Monthly sector document package.
- Facilitate donor and delegation briefing and required arrangements ensuring partner activities in terms of visibility and representation.
- Act as the primary information focal point, ensuring all the trackers and monitoring through the information system are in place in line with the guiding documents and processes.
- Lead the Data and Information Management considering all the assessments, data processing, visual reporting based on the processed data, activity info, all sorts of facility mapping, and PDMs.
Required Qualifications and Experience:
- Minimum master’s degree in the relevant subject.
- At least 04 (four) years of work experience in relevant field.
- NDRT/NDWRT deployment experience will add extra value to the recruitment.
- Professional technical experience matching the above-mentioned duties and responsibilities.
- Relevant educational background and knowledge of the UN.
- Experience in working in the Cox’s Bazar or Bhasan Char Operation will be an added advantage.
- Knowledge and understanding of the complexity related to refugee and IDP situations.
- Team player is essential.
- Excellent Speaking and written skils in English.
- Extensive Reporting.
- Skilled in Computer literacy- Microsoft Word, Excel, PowerPoint.
- Skilled in Kobo collect, Power-Bi, Activity info, and know about Arc- GIS.
