Job Summary

Under the supervision of the Programme Manager, the Project Health Officer is responsible for the quality assessment, planning and implementation of preventive and emergency health activities in targeted areas of Bangladesh based on approved log frame and budgets. He /She will provide the necessary technical support to staff and volunteers to increase community knowledge and access to quality health care to groups or individuals, and aid in the prevention or reduction of risk of disease, injury, disability, or death. He/She will provide technical support in rolling out the education of the public on specific health risks and basic healthy living strategies to encourage healthier lifestyles and minimize the risk of infection, disease, and illness.

Key duties and responsibilities

  • Support the Programme Manager in quality operational planning, budgeting, and implementation of health activities at field level.
  • Provide technical guidance on the integration of Mother and Child Health (MCH) centre services with relevant community-based health activities as per workplan.
  • Support the assessment, planning and implementation of activities for the prevention and management of Non-Communicable Diseases (NCD) in target communities.
  • Support the review and adaption of specific training modules, materials, and tools relevant to the different target groups and in accordance with the BDRCS Health policy and approaches (CBHFA)
  • Plan and conduct relevant trainings on preventive and emergency health especially those related to First Aid and NCDs.
  • Support to the field staff and volunteers in identification and selection of community areas and beneficiaries for health care interventions based on an approved selection criteria.
  • Coordinate with other programme staff to ensure effective coordination and a holistic approach in the planning and delivery of health care services within the programme (community health, NCD, MHPSS)
  • Support the integration of health care services in disaster and epidemic and pandemic preparedness and response activities.
  • Support to field staff and volunteers in the establishment of community based functional referral systems for severe health conditions for timely access to treatment in a recognised health facility.
  • Prepare and submit annual and quarterly detailed workplans and budgets to guide activity implementation at field level.
  • Establish and strengthen coordination mechanisms with relevant local government health facilities, departments, and agencies to advocate for and promote access to affordable health care.
  • Support the establishment and strengthening of community engagement and accountability mechanisms, including systems for managing complaints and feedback.
  • Support regular programme supportive supervision, monitoring, and evaluation of programme activities.
  • Prepare and submit regular programme and financial field reports as per schedule, including documented success stories and lessons learnt.
  • Attend and participate in relevant health internal and external meetings and coordination activities, as advised   by the Programme Manager

Skills and Qualifications

  • Must have a minimum of a bachelor’s degree in medicine and surgery (MBBS), Public Health, or other related fields of Health sciences from a recognised University/ Medical school.
  • At least 3 years operational experience in working with public health programmes with reputable organisations in Bangladesh.
  • Strong background and trainings in preventive and emergency health interventions.
  • Must be a First Aid Trainer
  • Knowledge and experience in working with Non-Communicable Diseases at community level.
  • Experienced in organizing and facilitating trainings, workshops, and meetings for local communities (both adults and children)
  • Basic knowledge and skills in project management (assessments, planning, implementation, monitoring, and evaluation).
  • Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a diverse cultural environment.
  • Excellent communication (written and verbal), coordination, managing skills.
  • Strong problem identification, analytical and solving skills.
  • Good interpersonal and negotiation skills
  • Excellent in operating MS office software and use of technology in program management.
  • Ability to work with limited supervision, lead team of diverse people, can travel to remotes places and can cope with multiple stress including fragile contexts.
