Red Cross - Red Crescent (RCRC) Movement is the largest volunteer organization in the world.   Bangladesh Red Crescent Society (BDRCS) is largest humanitarian national organization and part of the RCRC Movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. As an auxiliary to the government in the Disaster Management field, BDRCS provides humanitarian assistance to the vulnerable people over the last 52 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under

Duty station National Headquarters, BDRCS, Dhaka with frequent field visit to
Rajshahi, Cox’s bazar, Sylhet and other areas.

Job Purpose:

PPP -Programme Manager will provide the essential technical and managerial support in implementing PPP Project activities in four targeted districts- Dhaka, Rajshahi, Sylhet and Cox’s Bazar.  The key responsibility of this position will be to oversee the overall management, planning and implementation of activities as well as the supervision of project staffs. The position will also be responsible for representing BDRCS in maintaining coordination with relevant stakeholders adhering the RCRC fundamental Principles and Humanitarian Code of Conduct during the implementation of PPP interventions in close coordination with Partner National Societies’ (PNS) counterpart S/he is expected to maintain a respectful, courteous, accountable and transparent working relationship with all members of all sectors of BDRCS, CPP, IFRC and PNSs offices with the highest standards of service and quality.

Roles and Responsibilities:  

Management of the PPP Program:

  • Support the Director, DCRM Dept. in planning and designing, being directly responsible for the overall implementation and management of the project.
  • Devise and roll out context relevant approaches and strategies for execution of the project interventions at the target areas;
  • Coordinate project implementation together with Partner National Societies including German Red Cross , Danish Red Cross , Swedish Red Cross, IFRC  and monitor project progress, delivery and results  on regular basis
  • Identify opportunities for joint project/program with targeted BDRCS Units and/or other agencies for ensuring convergence and innovation;
  • Guide and supervise pillar-based project officers, (DRM, EPPR and CEA) and field officers for better understanding and implementation of the PPP program.
  • Coordinate with the RCRC, relevant Government Offices and various stakeholders for effective communication and policy dialogue.
  • Maintain close coordination with relevant Departments, NHQ, BDRCS for ensuring Organizational practice.
  • Assist the program team in ensuring and following the standard Community Engagement and Accountability (CEA) process and Protection Gender and Inclusion (PGI) while implementing any activities.

Develop Strategic Partnerships:

  • Support to develop DRM and Epidemic- pandemic strategies in coordination and collaboration with relevant stakeholders including I/NGO, UN and Government agencies.
  • Support the building of government’s DRM and EPPR programs through the identification of capacity development needs and facilitation of training workshops and simulation exercises as required.
  • Provide support in preparing program and financial report as per the reporting requirements.
  • Support the overall coordination with DGHS, IEDCR and other government departments and other partners to promote BDRCS engagement in Health programming as well as responding to disease / epidemic outbreaks when they occur.

Capacity Enhancement and Management:

  • Support developing training module, guidelines, Information, Education and Communication (IEC) materials on multi-hazards and health risks
  • Ensure program resources are used properly and in case of any misuse immediately bring it to the attention of the respective line manager and supporting partner.
  • Organize and facilitate need based Capacity enhancement events (i.e. orientation, training, workshop and stakeholder meeting, etc.) for internal and external DRR colleagues.
  • Identify and document best practices and lessons learned linked to the DRR interventions and mainstream resultant learning into BDRCS for advocacy and promotion.
  • Produce reports.
  • Undertake initiative to hold review or evaluations.

Person Specification:

Education and experience:

  • Master’s degree in Disaster Management, Environmental Science, Development Studies or Social Science or related discipline (Education qualification will be relaxed in case of potential/ experienced candidates).
  • Minimum five years’ experience in managing Disaster Risk Management programs
  • Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.

Skills and abilities:

  • Excellent interpersonal, leadership, communication with English and staff management skills.
  • Working with different groups and nationalities.
  • Sound analytical and influencing skills.
  • Ability to multi-task and cope with competing demands under tight deadlines, identify priority activities and assignments, adjust priorities as required.
  • Common understanding on PGI issues, CEA mechanism including other cross-cutting issues.
  • Strong initiative and self-motivated, with a strong commitment to humanitarian principles.
  • Computer skills on MS word (English and Bangla with bjoy keyboard familiar), Excel, Power point.

Personal qualities:

  • Adhere to the 7 fundamental principles and values of Red Cross and Red Crescent movement
  • Act at all times in accordance with the Code of Conduct and strong ethics with an ability to manage confidential data.
  • Ability and willingness to travel and stay in the field.
  • Ability to work independently as well as in a team and under pressure
  • Ability to influence, communicate, co-operate and negotiate with a wide range of people and organizations.
  •  Self-supporting in computers (Windows, spreadsheets, Word, internet)
  • Analytical skills, results-oriented, listening skills, cultural sensitivity, flexibility & adaptability, teamwork and interpersonal skills
  • Ability to train project staff on DRR
  • Report writing capacity.
  • Prepare M&E plan and facilitate implementation
  • Experience to work with a humanitarian response will be an added advantage.
  • Red Cross and Red Crescent Movement experience with meeting competencies to perform responsibilities as stated above will be considered added value.
  • Ability to adapt various concepts and tools to the environment and needs of the relevant National Society
  • Commitment to perform any other responsibilities, as when as assigned by authority beyond this JD.

Lateral relationships:

  • Establish and ensure effective working relationships with members in the team and supporting partners.
