VACANCY ANNOUNCEMENT

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 52 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from the Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox’s Bazar. Currently, BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox’s Bazar:

Position Title : Wash Manager
Reportable to : Head of Operation, PMO – BDRCS
Workstation : Cox’s Bazar
Duration : Until 31/12/2023 with possibility of extension based on satisfactory performance
and availability of funds.
Salary Range : Upto BDT 90,000/= consolidated per month.

Responsibilities:

  • Assist to develop the PMO WASH strategy.
  • Ensure Assistant to develop the project proposal, Project planning, and project development.
  • Ensure Coordination with IFRC, PNS (Partner National Societies), ISCG (WASH Sector, SAG members, Twig) Govt. (RRRC, CiC, DPHE, DC Office, UNO office, etc), and other stakeholders.
  • Project management, Resource mobilizations, and Budget Management.
  • Assist to develop WASH-related tools for Monitoring, Evaluation, Construction, and Quality control.
  • Assist to develop the Sop for WASH-related manuals, guidelines, etc.
  • Supervise and lead the BDRCS-PMO WASH team that includes (10 Snr. WASH Officers,01 Snr.  SWM officer, 03 Lab Technicians, 03 Asst. WASH Officers, 02 MRF Officers, 01 Community Mobilizer, 03 Supervisor))
  • Supervising all construction related to WaSH facilities in the camp as well as the host community through the team.
  • Ensuring that relevant guidelines/strategies/operational manuals are developed and available with BDRCS standard.
  • Regularly report to line manager on all WASH-related activities in the communities based on monitoring visits.
  • Promoting safe WaSH practices, including appropriate use and maintenance of WaSH facilities and services, and mainstreaming with CEA & PGI approaches through team.
  • Ensure the integration of gender, child protection, environment and other cross-cutting issues to the design, implementation and development of WASH construction/training activities and ensure that activities consider the needs of specific groups and individuals, especially children, the elderly and the disabled.
  • Reviewing the design, drawing and Bill of Quantity (BoQ) related to WASH facilities.
  • Providing Technical support for any WaSH related work and Infrastructures.
  • Maintaining and Supervising Fecal Sludge Treatment plant and Solid waste management project.
  • Dealing with relevant Sectors (Logistics, Finance, Administrative, Health etc.)
  • Undertake WASH assessment including designing assessment tools, training enumerators, ensuring the quality of assessment, and preparing reports.
  • Assist to the design and drawing of BDRCS Field Hospital, PHC, and IITC and supervise to constructed as per the design.
  • Monthly and Yearly Reporting to BDRCS. RRRC, ISCG (4W, SWM, etc).
  • Assist IFRC, PNS (Partner National Society) to prepare Donor reports.
  • Capture learning from projects and share with project staff. Prepare case studies focusing on project activities.
  • Demonstrate an ongoing commitment to gender equality and diversity.
  • Participate in different technical working group meetings.
  • Any other duties as assigned by the appropriate authority.

  • To attend training when required
  • To attend team meetings and give qualitative inputs.
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services.
  • Strictly respect confidentiality of data, and property of beneficiaries and respect confidentiality regarding the content of clinical interviews, except when exchanging information with the medical team in charge and within a professional frame

Required Qualification:

  • Minimum B.sc Engineering in Civil. M.sc will get preference.

Skills required:

  • Minimum 4 years of experience in a similar position with National or International NGOs.
  • Training and facilitation skills.

Personal skills required:

  • With expertise and experience Mental Health and Psychosocial Support field.
  • Fluent in Bangla and basic English.
  • Capacity to communicate in the Rohingya/Chittagonian language is required.
  • Confidence in case identification and communication with clients.
  • Work as a team player and has flexibility in his/her work.
  • He/she can work independently and innovatively to develop and implement supervision and training activities that help expand community participation.
  • Experience working in humanitarian emergency settings is an asset.
  • An understanding of and commitment to BDRCS and RCRC movement’s mission and values.
