VACANCY ANNOUNCEMENT

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox’s Bazar. Currently, BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox’s Bazar:

Position Title : Program Support Officer
Reportable to : Head of Operation, PMO – BDRCS/ Secretary, RC Unit, Cox’s Bazar.
Workstation : Red Crescent Unit, Cox’s Bazar.
Duration : Until 31/12/2023 with possibility of extension based on satisfactory performance and availability of funds.
Salary Range : Upto BDT 50,000/= consolidated per month.

Responsibilities:

  • Responsible for ensuring overall Unit (branch) development program implementation of the BDRCS Cox’s Bazar Unit in coordination with PMO Cox’s Bazar.
  • To work closely with Unit Level Officer (ULO) Cox’s Bazar Unit and maintain strong coordination with Cox’s Bazar Unit Secretary, Director & Head of Operation, PMO, Cox’s Bazar, Deputy Director, PMO and P&D, Unit Affairs, and other concerned Depts., NHQ.
  • Responsible for providing support to and coordinating with other ongoing projects of Cox’s Bazar Unit.
  • Major areas of work will be focusing on volunteer management, recruitment, training, and retention and rewarding in coordination with the Director Y&V Department.
  • Enhance coordination among PMO-supported staff and volunteer capacity-building-related activities would be another prime responsibility of the position holder.
  • Organize and support training for RCY volunteers in coordination with Youth Chief, ULO, Unit Secretary, Dir.Y&V, Dir.UAD, Dir P&D, and others concerned.
  • Supporting ULO/Unit secretary and coordinating with RCY Chief to implement the regular activities of the Unit office.
  • Develop a database of Unit Life and annual members.
  • Closely working with ULO/RCYs / Unit executive committee to provide need-based support to PMO, PNS, ICRC, and IFRC.
  • Contributing to preparing monthly/quarterly reports at the Unit level. Besides this, assist ULO to prepare any report or documents that are required by NHQ / PMO on an urgent basis.
  • Work closely with Unit Level Officers and Unit Executive Committees to implement the designed project so that the Unit can achieve the target results.
  • Develop and engage participatory tools and facilitate mentoring sessions for RCY Volunteers.
  • Support ULO in preparing Annual Operation Plan (AOP), and Annual General Meeting (AGM) each year mentioning quarterly targets.
  • Work in a team to design and conduct the survey, midterm/periodic evaluations, reviews, and studies in Programme.
  • Maintain cashbook, Ledger book, and preserve bills & vouchers and always collaborate with PMO.
  • Ensure effective working relationships with all BDRCS Departments through ULO.
  • Maintaining documentation, filing, and office management.
  • Liaison with the Government, PMO, RRRC, RCRC/other partners, and other stakeholders.
  • Perform any other work related to duties and responsibilities that may be assigned by the line manager.
  • JD may be reviewed and updated based on the context and further needs.

  • To maintain good socio-professional relationships with national and international partners
  • To attend training when required
  • To attend team meetings and give qualitative inputs.
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services.
  • Strictly respect confidentiality of data, and property of beneficiaries and respect confidentiality regarding the content of clinical interviews, except when exchanging information with the medical team in charge and within a professional frame

Required Qualification:

  • Minimum Graduate from a recognized and reputed university in Social Work/Social Studies/ Development Studies/BBA/English.

Skills required:

  • Minimum Five years of experience in a similar position with reputed National or International NGOs
  • Training and facilitation skills

Personal skills required:

  • Fluent in Bangla and basic English.
  • Capacity to communicate in Rohingya/Chittagonian language is an asset.
  • Work as a team player and has flexibility in his/her work.
  • He/she can work independently and innovatively to develop and implement supervision and training activities that help expand community participation.
  • Experience working in humanitarian emergency settings is an asset.
  • An understanding of and commitment to BDRCS and RCRC movement’s mission and values.
