The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 52 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building, and in promoting Red Cross/Red Crescent ideals and principles.

Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under Myanmar Refugee Relief Operations (MRRO) at Cox’s Bazar:

Job title : Senior Officer - Reporting, Communication and PSEA.
Job nature : Contractual.
Post : 01 (one).
Department : Myanmar Refugee Relief Operation (MRRO) under Disaster Response Department.
Location : Cox’s Bazar.
Reportable to  : Programme Manager, MRRO, BDRCS.
Salary         : Up to 75,000BDT (Negotiable).
Contract duration : Up to 31 December 2023 with possible extension.
Age : 36 years (Age limit will be relaxed in case of potential candidate).

Purpose of the position:

Under the direct supervision of the Programme Manager, the Senior Officer - Reporting, Communication & PSEA will be responsible for overall management of reporting, communication & PSEA activities of Myanmar Refugee Relief Operations (MRRO) of BDRCS. The position will work closely with MRRO management team Cox’s Bazar and will maintain strong coordination with DR department of BDRCS NHQ and as well as Field team and PSEA team of UNHCR.

Position Summary:

The Senior Officer - Reporting, Communication & PSEA will be responsible to ensure all information and data collected, documented, analysed, and reported in a results-based and timely manner for donors and internal purposes of BDRCS. The Senior Officer - Reporting, Communication & PSEA is responsible to produce all progress and periodic report and develop communication material on Myanmar Refugee Relief Operation (MRRO) in Cox`s Bazar for wider media coverage, donors, partners, and communities and as well as project management team. The Senior Officer – Reporting Communication & PSEA will support programme manager and other MRRO personnel to follow good practices in PSEA implementation, while final responsibility for institutional PSEA efforts lies with the BDRCS Management.

Duties and responsibilities:

  • Be responsible for managing reporting and communication activities under Myanmar Refugee Relief Operations (MRRO) of BDRCS.
  • Support the Programme Manager in implementing the MRRO’s PSEA action plan for 2023 and beyond.
  • Lead as the MRRO PSEA focal person to carry out PSEA risk assessments for the MRRO.
  • Undertake field visits to gather the information and results related to the programme.
  • With input from the Programme Manager, take lead to produce high quality programme progress reports as per donors and BDRCS requirements.
  • Be responsible to produce analytical/statistical report with analytical presentation through appropriate info graphs.
  • Provide high quality editing and formatting for all programme related documents.
  • Support programme staff in organizing and managing seminars, workshops, press conferences and field visits as required.
  • Provide relevant expert services to the project management unit, programme components and implementing partners on reporting and communications and act as a facilitator.
  • Provide through progress reporting continuous analysis of the achievements, facilitate project review, evaluation, and audits.
  • Take responsibility for specific areas of the program activities as delegated by the Programme Manager.
  • Develop, implement, and monitor a communication and visibility plan to facilitate better understanding amongst UNHCR, Government and BDRCS for operational progress.
  • Serve as the liaison for the assigned department with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues in discussion with UNHCR Field Colleagues.
  • Insert and enforce PSEA clauses in partnership contracts that clarify reporting and investigation responsibilities.
  • Draft, proofread and compile different documents as and when required by the operations.
  • Maintain effective working relationship with BDRCS and UNHCR’s counterparts.
  • Work closely with the communication and PMER team of BDRCS to formalize and implement the PMER framework.
  • Prepare reconciliation report and stock report reflecting distribution, receipt, dispatch/delivery, handover, old and damaged NFIs in line with Commodity Accounting from Warehouses.
  • Prepare daily, weekly, fortnightly, monthly, half-yearly & yearly reports based on analysis and statistics on regular activities.
  • Perform duties upholding respect and adherence to the fundamental principles of International Red Cross and Crescent movement as well as Code of Conduct of UNHCR.
  • Perform any other duties as instructed by the line manager.

Educational Qualification and requirements:

  • Masters in mass communications, Journalism, English, Gender Development or related areas.
  • Seven years relevant working experience. S/he should have an extensive experience in communication and diffusion strategies and techniques, reporting, documentation, publication, and audio-visual material preparation in relation to conservation and development fields.
  • S/he should possess excellent writing, editing, and speaking skills in both English and Bangla.
  • S/he should be well versed in the latest electronic publishing and graphics methods.
  • S/he must be well versed in MS Word, Excel, Access, PowerPoint and Bangla and English language typing.
  • S/he must be fluent in both spoken and written Bangla and English languages.
  • Knowledge and understanding of RCRC Movement, results-based project management.
  • Competencies in communication, professional mastery, analytical skills, teamwork, ability to think strategically and able to influence, communicate, cooperate and negotiate with wide range of people and organizations.

  • Strong organizational skills, methodological and logical approach to tasks and problem solving.
  • Excellent skills in all areas of English, especially writing, including strong drafting skills.
  • Good presentation, facilitation and note-taking skills.
  • Ability to organize, analyze and synthesize large amounts of information.
  • Demonstrated ability to promote collaboration.
  • Sound knowledge of Microsoft Office applications.

Lateral relationships

  • Establish and ensure effective working relationships with in BDRCS MRRO staff.
  • Ensure effective working relationships with BDRCS and UNHCR and leadership.
