The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 52 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building, and in promoting Red Cross/Red Crescent ideals and principles.

Organizational context
The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary-General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to become a leading humanitarian organization by mobilizing the power of humanity. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal times. |
Job purpose
The Assistant Project Manager will provide essential technical and managerial support in implementing the Project activities in Narayanganj. The key responsibility of this position will be the overall effective management, planning, and implementation of activities as well as the supervision of project staff. The Assistant Project Manager is responsible for providing high-quality programmatic support to the Narayanganj Climate Change Adaptation program implemented by BDRCS with the help of the British Red Cross. This position will provide regular programmatic and operational support to the project to ensure timely and effective implementation in line with the project proposal, Project work plan, project budget, and project implementation guidelines under the supervision of the Project Coordinator along with the Director of DCRM department, and in close coordination with BRC counterpart. This post holder will also ensure that all the project activities will be implemented according to the project work plan with the highest standards of service, quality of financial and administrative management, and accountability, thus contributing to the overall efficient and effective running of the project.

Job duties and responsibilities
Assistant Project Manager of the Project:
- Support the Project Manager along with the Project delegate in planning and designing, being directly responsible for the overall implementation and management of the project.
- Devise and roll out context-relevant approaches and strategies for the execution of the project interventions at the target areas.
- Coordinate project implementation together with Partner National Societies and monitor project progress, delivery, and results.
- Identify opportunities for joint projects/programme with targeted BDRCS Units and/or other agencies for ensuring convergence and innovation.
- Ensure the quality implementation of program activities per the agreed program framework, plan of action, and quality standards and as per the guidance of the Dhaka-based project manager.
- Maintain professional and respectful relations with the BDRCS at the unit level to facilitate a smooth partnership between the project team and the unit.
- Coordinate with BRC project staff and ensure open communication and collaboration.
- Coordinate with Unit Secretary, consult and take appropriate action to implement activities.
- Perform responsibility as Member Secretary of the Project Implementation Committee (PIC), as when it constitutes, and brief about project progress.,
- In consultation with the project manager and technical officers, prepare monthly activity plans and extend support to activities as required.
- Provide support in preparing program and financial reports as per the reporting requirements.
- Guide, direct, and supervise the work of the community organizers (CO).
- Monitor the activities of external parties/contractors, if any, and ensure progress as per the agreed ToR or contract.
- Organise all planned training, awareness campaigns, community meetings, and dialogues as per the timeline in the plan of action.
- Regularly report to Project Manager/Focal Person on project progress and challenges.
- Contact/liaison with relevant stakeholders (NGOs, government agencies, etc) at the NCC level as required/appropriate.
- Ensure proper use and maintenance of project vehicles, equipment, and other assets.
- Coordinate with ULO to organize meetings at different levels.
- Prepare periodic narrative reports for the BDRCS NHQ and unit.
- Ensure monthly financial reports and cash requests are submitted on time to BDRCS NHQ.
- Any other duties as assigned by the authority.
- Represent BDRCS in various meetings and workshops in consultation with Line Manager
- Build relationships with various UN agencies, INGOs, and NGOs to explore partnerships.
- Explore areas of collaboration and coordination with RCRC movement partners, UN agencies, and INGOs/NGOs
- Ensuring staff safety, that security policies and regulations are communicated to all staff (BRC and BDRCS)
