Red Cross - Red Crescent Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 51 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position for Population Movement Operation (PMO), Cox’s Bazar under Bangladesh Red Crescent Society:

Job title : Health & PSS Manager.
Job Nature          : Project-based contract.
Number of Post : 01 (One).
Duration of contract : Upto 31-12-2023 (with possibility of extension).
Reportable To : Director & Head of Operation, PMO, Cox’s Bazar.
Salary Range      : Up to BDT. 125,000/= (Consolidated).
Age Limit : 45 years (may be relaxed in case of outstanding candidates)
Duty station : Cox’s Bazar

Key Responsibilities:

  • Lead the Health Sector of the Population Movement Operation (PMO) and guide the overall health programme planning and implementation in close collaboration with RCRC partners.
  • Ensure continuous monitoring, quality, and timely implementation of all activities in line with set objectives and quality standards.
  • Ensure effective utilization of project budgets keeping the overall goal and objectives of the projects.
  • Directly manage the PMO health and PSS staff as per the organogram
  • Guide and supervise the Facility in Charges, Doctors, Midwives, Nurses, PHC Officers, CBHFA Coordinator, Community Health Officer, Sr. PSS Officer, non-medical staff, and others for quality implementation of the project.
  • Support the development of strategies and guidelines and guide the team members to ensure their effective operationalization.
  • Regularly visit the project areas to monitor activities during implementation, expansion & consolidation phases of the entire length of the projects.
  • Lead in the development of contingency plans in all health facilities of PMO.
  • Monitor and identify gaps and to ensure regular supply of medical items including logistical assets required for ensuring smooth operation of all health facilities under PMO.
  • Support the development of good quality reports and evidence-based documentation of project activities including case studies with evidence, success stories and stories of failure / learnings.
  • Conduct regular meetings with health team/ facility in-charges for smooth running of the activities.
  • Work in close coordination with other PMO sectors and programs within the BDRCS and with RCRC partners to ensure program implementation in an integrated manner.
  • Assist and supervise staff in daily collection, compilation, and reporting of data to relevant departments/ stakeholders, ensure confidentiality & data security.
  • Ensure timely submission of reports (e.g., EWARS, DHIS2, SRH)
  • Ensure all health-related agreements (MOU, project agreement etc.) are up to date and implemented accordingly.
  • Ensure all relevant/required approvals/permissions are in place before implementation of any activity.
  • Assist health team in mainstreaming the community engagement and accountability approach and the protection, gender and inclusion approach.
  • Closely coordinate and collaborate with stakeholders/service providers to ensure complementarities and synergy of services.
  • Maintain close coordination with RCRC health related movement partners/IFRC counterparts/ teams.
  • In coordination with IFRC, represent the RCRC Movement in the ISCG Health Sector and relevant working groups.
  • Liaise with Government bodies, UN, and I/NGOs & community groups.
  • Undertake relevant tasks as assigned by the management when required.

Position requirements:

Education   MBBS from recognized Medical College with valid BMDC registration and MPH is required.
Experience   Minimum 8 years in a similar position (managing at least 8 staff directly) with experience of handling a multidimensional team in health emergencies. Proven experience of supervising and mentoring health staff. Prior work experience working in Cox’s Bazar will be considered an advantage.
Language    Excellent communication skills and proficiency in English required.
Excellent verbal communication skills and concise report writing skills.
Knowledge and Skills  
  • Knowledge of humanitarian affairs.
  • Proven skills and capacity at team building and partnership management.
  • Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives.
  • Team oriented with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion, and diplomacy.
  • Able to work in a multi-culture environment, able to take pressure, teamwork, self-motivated, organized, hardworking, and flexible regarding work hour and ability to live and work in challenging conditions.
  • Strong professional and representational skills.
  • Highly organized and innovative approach to work.
  • Proficiency in MS Word, Excel, PowerPoint is must.
  • Computer competency in Bangla (Bijoy) will be an asset.
