Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster relief, disaster management, responding to public health emergencies, capacity building of the vulnerable population and promoting Red Cross Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Job Title : Officer-Procurement.
Department       : Logistics.
Job nature : Contractual.
Number of positions : 01 (One).
Duration of contract : Up to December 2023.
Salary : Negotiable.
Age Limit : 30 to 45 years.
Duty station : National Headquarters, Dhaka

Purpose:

The position is accountable to Director, Logistics under direct supervision of Deputy Director, Procurement for planning, implementing, monitoring, and reporting on different logistical aspects. S/He will ensure logistics tasks are in compliance with the BDRCS standards and procedures. S/he will work towards alignment of BDRCS policies and guidelines with those of the International Federation of Red Cross and Red Crescent Societies.

Duties and responsibilities:

  • Responsible for all the procurement of the organization.
  • To review & ensure purchase request in compliance with approved budget for all kinds of
    procurement.
  • Collect quotation invite tender evaluate quotations.
  • Prepare comparative statements and to place before the procurement committee meeting.
  • Prepare tender notice, RFQ/Schedule.
  • Prepare documents for bid opening.
  • Prepare meeting minutes for tender evaluation.
  • Issue work order /Notification award/ agreements.
  • Receive, Check and submit bills to Finance department by complying standard guideline.
  • Keep track of all procurement file status.
  • Any job assigns by supervisor or by the authority.

Experience, knowledge and skills requirements:

  • At least 03 years working experience in general logistics, including warehousing, transportation, customs clearance & procurement.
  • Experience in a humanitarian, development or International Organization is preferred.
  • Experience in narrative and financial reporting.
  • Excellent verbal and written skills in English.
  • Good computers skills (Windows, Spreadsheets, Word processing, e-mail etc.).
  • Able to prioritize and meet deadlines.
  • Skills in mentoring, training and developing staff.
  • Highly organized, proactive and innovative approach to work.
  • Flexibility (e.g. working beyond office hour if needed).

Education requirements:

  • Relevant Bachelor’s degree from a reputable university (Logistics, Supply Chain Management, Business Administration, Management or equivalent).
  • Master’s degree is preferred.
  • Professional Degree on supply chain would be an advantage.

 Personal qualities:

  • Adhere to the 7 fundamental principles of Red Cross and Red Crescent movement.
  • Act at all times in accordance with the Code of Conduct.
  • Able to work in a team and respects opinions of others.
  • Honest and high level of integrity.
  • Ability to work in a multi-cultural environment.
  • Good stress management skills-ability to work under pressure.
  • Assist the organization on occasion, in times of national, international, local emergencies or major disasters
