Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Bangladesh Red Crescent Society is looking for suitable candidates for its IFRC supported Population Movement Operation (PMO):

Duties and Responsibilities:

• Implement Shelter and construction related all activities according to the organization’s plan of action.
  
• Construction of shelters and other installations as per BDRCS, IFRC and other Partner National Societies plan.
  
• Maintaining of PMO constructed shelters in the different camp area.
  
• Ensure BDRCS services including emergency tent installation, shelter construction, emergency shelter kit distribution etc.
  
• Coordination with the Office of the RRRC and concern Camp In charges (CiC) to establish single communication line which allows us to track our issues/submissions and obtaining timely decision/ approval of the authorities.
  
• Effective collaboration with counterparts (IFRC and other Partner National Societies).
  
• Keeping the team spirit uninterrupted and confirm the planning of implementation a significant number of shelters, including ongoing shelters for camps and host families.
  
• Prepare periodic action plan and report on shelter & construction activities as required.
  
• Conduct Need Assessment of requirements of target communities as per CCA/DRR resilience aspect.
  
• Ensure community participation in building resilience of shelter aspect of target communities.
  
• Technical verification of the event and reporting for further action.
  
• Design of necessary model or individual Shelter unit as per community requirement and local context of target areas.
  
• Supervise, coordinate, and monitor planned activities at camp site and host community.
  
• Supervise/monitor the work of subordinate staffs, community organizers / volunteers etc.
  
• Fund management (Budget review, prepare BoQ, fund requisition, logistics requisition, market assessment on required materials, Quotation, Comparative Statement (CS)/ Comparative Bid Analysis (CBA), goods/ service receiving note, prepare bills and payment to Vendor, advance/ bill adjustment etc).
  
• Facilitate and support Shelter/ Construction related training event and campaign interventions implementation at community level.
  
• Capacity building initiatives for stakeholders/ participants/ beneficiary/ volunteers on Shelter, WASH, Construction etc.
  
• Perform any other tasks as assigned by the authority.

Qualification & Competencies:

Basic Education: Bachelor’s in civil engineering (BSc in Civil Engineering) from recognized University.

Skills: Development aspect on Shelter, WASH, Building, Infrastructure development and Community Mobilization & Coordination.

Competencies: Working knowledge with large Operation/ Project/ Program, planning & budgeting, Implementation, monitoring & reporting, networking & advocacy, sound computer knowledge, spoken and written in English and Bangla and working for team building

Experience: At least 10 (ten) years with sound & renowned organization.

Literacy Competency: Good command both in Bangla and English in oral and written

Computer literacy:

• Sound knowledge on Computer operation.
  
• Very good in design/ AutoCAD/ engineering software.

• Demonstrate honesty and a high level of integrity
  
• Assist the organization on occasion, in times of national, international, or local emergencies or major disasters
  
• Always work towards promotion of RCRC Principles and Humanitarian Values in the communities
