Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox’s Bazar. Under the PMO we have been operating 16 Health facilities (Field hospital, Health post, Primary Healthcare Centre) and implementing various health activities, including Community Based Health outreach etc., in coordination with the health sector, Civil Surgeon and others concerned. Currently BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox’s Bazar:

Position title : Community Health Officer (CHO)
Reportable to : The position will report to the BDRCS CBHFA Coordinator
Based in : PMO, Cox’s Bazar and frequently field visit Ukhia (Haluadiapalong and Palongkhali Union).
Service status : BDRCS-IFRC Funded Project
Duration : Until 31/12/2022 (Possibility to extend based on the availability of funds)
Salary    : BDT 50,000/=
Age : Max 45 years

Position Summary: The CHO will support the host community component of the IFRC funded CBHFA Project. His engagements will focus mainly on trainings, capacity building and outreach and awareness raising activities in Haluadiapalong, Palongkhali Union, Ukhiya Upazila.

Roles & Responsibilities:

Orientation, Trainings, Capacity Building:

  • Closely collaborate with CBHFA Coordinator.
  • Organize inception and orientation for various stakeholders – UP Chairman, ward members, UP staff, community leaders, bazar committee, other personnel involved in emergency response, etc.
  • Support, organize and co-facilitate Training of Trainers (ToT) for selected BDRCS volunteers and selected Community Group for dissemination of key messages in line with Sector and GoB guidelines to inform the communities about the prevention.
  • Coordinate and facilitate CBHFA trainings for volunteers and community members.
  • Coordinate and facilitate CBHFA project/programme activities and health promotion sessions according to global minimum quality requirement and content based on the priorities of the community.
  • Monitor programme implementation, budget utilization, and ensure regular reporting to supervisor and managers, and preparation of quarterly reports and donor reports as required.
  • Actively seek opportunities to expand the CBHFA program including planning to achieve the program’s sustainability into the future.
  • Work in close coordination with Branches in implementing CBHFA programme throughout BDRCS.
  • Support and advocate towards Community Group to ensure resource mobilization and financial participation of the Community Group to project endeavors.
  • Build the capacity of local people and community to collectively engage local leaders on identified issues.
  • Ensure quality of regular training programs resulting from ToTs for Community Group members and volunteers, BDRCS volunteers etc.

Awareness Raising and Campaigning:

  • Closely collaborate with CBHFA Coordinator.
  • Awareness campaign using miking, poster and leaflets/IEC/BCC materials, connecting the community to local radio programs focusing on health and prevention related messages for personal hygiene and etiquette, home isolation, social distancing, etc. Campaign will be jointly conducted by BDRCS volunteers and Community Group/volunteers.
  • Have to ensure support and arrange of implement a mass degradable waste cleaning campaign in selected areas of the Community Group in close collaboration with health facilities.

Health Facility Monitoring & Support:

  • Closely collaborate with CBHFA Coordinator.
  • Ensure participation at all union level health facilities monthly coordination meetings.
  • Support strengthening of health facility level Monitoring Information System (MIS) for regular mandated services and any referrals.
  • Assess PPE needs and procurement of the needed materials on an ongoing basis.
  • Arrangement distribution of cleaning and hygiene materials and PPE.
  • Have to be maintain BDRCS-IFRC provides both training and supports the Community group with logistics in routine disinfection and cleaning of all health facilities and all public facilities through the network of their available human resources throughout the pandemic crisis.
  • Ensure the availability of national guidelines, SOPs, IEC materials, etc.

Implementation, Monitoring and Reporting:

  • Closely collaborate with CBHFA Coordinator.
  • Participate in planning, budgeting, and preparation of work plans.
  • Facilitate and monitor the implementation of planned activities and community level engagements.
  • Submit a monthly update report on all activities under the guidance of the CBHFA Coordinator.
  • Coordination with all relevant stakeholder working in the union.
  • Documentation of all planned activities through pictures to be submitted in high quality with monthly reports.
  • Any other relevant tasks assigned by line manager.

Required Qualification & Experiences:

  • At least a bachelor’s degree in any discipline (preferably in Social Sciences, Sociology, Public health, Public administration).
  • At least 5 years of field experience in working directly with community, local administration; candidates with prior experience with Host community in the camp area setting will be given preference.
  • Applicants should be Bangladeshi nationals; persons from Cox’s Bazar district or Chittagong division will be given preference.
  • Networking and influencing skills.
  • Must have vast knowledge on outreach activity.
  • Must be efficient in report writing and documentation.
  • Must be fluent in English & minimum level of Chittagonian local languages.
  • Proficiency with Microsoft Office applications.
  • Age: 18-35 Years.
  • Preference will be given to candidates with first aid knowledge.
