Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 49 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under CHT-WASH Project of Community Development (CD) Department, BDRCS supported by International Committee of he ed cros (ICRC)

Job Title : Monitoring, Evaluation and Learning (MEL) Officer
Organizational Unit/Department : Community Development (CD)
Report to : Programme Coordinator (CHT-WASH), CD Dept.
Service type       : Contractual
Duration of contract : Up to 31st December 2022 (with possibility of extension)
Number of Post : 01 (One)
Salary Range : BDT 50,000 – 55,000/- per month
Age Limit : Age may be relaxed for potential candidates
Duty station       : CD Dept. BDRCS National Head Quarters, Dhaka

Overall responsibility:

  • Assist Programme Coordinator (PC) -WASH in planning, coordination, management, materials development, reporting and documentation related woks of CHT-WASH Project.
  • Support to quality implementation of WASH activities at different communities of three CHT hill districts (Khagrachari, Rangamati and Bandarban).
  • Develop M&E system at Project level including MEL plan and reporting.
  • Develop Project MIS database to store all relevant data come from and establish digital data collection mechanism (mobile data collection system through online).
  • Develop and update documentation system and different IEC and knowledge materials.
  • Maintain regular liaison and coordination with ICRC and other BDRCS internal Dept.

Roles and Responsibilities:

  • The Position will be responsible to provide support in MEL system development, Developing M&E plan, tools and techniques for CHT-WASH Project.
  • He/she will work to develop MIS system and handle Project online and computer-based database for effective data storage.
  • Develop the baseline and endline KAP survey questionnaire, design data collection methodology and implementation process.
  • Support project staff in survey and monitoring tools development, data collection, analysis and reporting as per plan.
  • Regular monitor Project progress and performance based on planned work plan and M&E framework.
  • He/she will be responsible for conducting action research along with research design and WASH Project technical assessment/ evaluation works using different computer-based software (online/off-line).
  • Develop quarterly, half yearly and annual reports on WASH issues and feedback as well as documentation system development. 
  • Assist Program Coordinator-WASH to develop and collect all types of activity plan and finalize different reports e.g., Project progress reports, and monitoring and evaluation, lesson learnt reports as well as various IEC materials under the Project.
  • Engage with Program/Project staff and other relevant staff of BDRCS and ICRC in developing communications and knowledge materials for publication and dissemination.
  • Organize and undertake M&E and other relevant training /workshop/meeting etc. with collaborating counterpart, and CD Department.

Required Qualifications and Competencies:

Master’s in Social Science/ Planning/ Engineering/ Statistics or any other relevant discipline.

Professional Experience

At least 03 years of professional working experience in Monitoring and Evaluation, Data collection, management, and analysis trough different analytical software (SPSS, MS Access, and Excel etc.). Work experience at community level with vulnerable groups in WASH and DRR/Livelihood programs/projects or comparable projects is required in humanitarian or development sector.

Further Knowledge and Attitude

  • Very good comprehension of qualitative and quantitative aspects of M&E
  • High computer skills at MS Office, Excel, MS-Access and SPSS.
  • Skilled in working with SPSS, KoBo toolbox, Survey 123, device magic tab for data collection and report generation.
  • Good working knowledge of modern telecommunication/internet (telephone, e-mail, internet).
  • Willingness to learn from other team members and good team player.
  • Fluency in English and Bangla and good writing skills in both languages.
  • Strong communication, analytical, networking and writing skills.
  • Willingness to work at communities at CHT districts (Khagrachari, Rangamati and Bandarban).
  • Ability to multi-tasks and work under stressful conditions to meet deadlines.
