VACANCY ANNOUNCEMENT

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox’s Bazar. Under the PMO we have been operating 16 Health facilities (Field hospital, Health post, Primary Healthcare Centre) and implementing various health activities, including Community Based Health outreach etc., in coordination with the health sector, Civil Surgeon and others concerned. Currently BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox’s Bazar:

Salary Range : Consolidated 1,10,000/=
Age Limit : 45 years (may be relaxed for potential candidates)
Duty station       : PMO office, Cox’s Bazar and frequent movement to field.

Purpose of the position:

  • Ensure that health components supported by the partners are coordinated, organized, communications made with various stakeholders, and to keep everyone on board about the health sector plan, analyze risks and mitigation measures, coordinate budget preparation, tracking progress and challenges, and preparation of reports, dashboard, facilitate support and regular meetings with internal and external stakeholders.  
  • Assist Health & PSS Manager to ensure the sooth running of the Healthcare and Psychosocial Support (PSS) Programs, including operationalization of health facilities (Field Hospital, PHC, Health post etc.) by ensuring coordination among relevant internal and external stakeholders.
  • Adequate collaboration with Government agencies, UN agencies, INGOs and PNSs for quality implementation, supervision, monitoring of the project.
  • To ensure adequate implementation and further improvement of the Healthcare and PSS Programs.

Roles and responsibilities:

  • Ensure continuous planning, monitoring, quality and timely implementation of all activities.
  • Supervise medical and non-medical staff of the PMO health programs and provide them proper guidance.
  • Develop strategies and carry out with the team members.
  • Regularly visit the project areas and health facilities for monitoring and quality control purposes.
  • Monitor, regularly update and identify gaps on medical supplies including logistical assets required to ensure the smooth operation of all PMO related health facilities in Cox’s Bazar.
  • Undertake any other tasks as assigned by the authority when required.

Reporting and Documentation:

  • Prepare good quality reports and evidence-based documentation of project activities including case studies with evidence, success stories and stories of failure / learnings.
  • Report writing.
  • Support the program team, volunteers, and mobilizers to effectively assess, design, monitor and report on project activities regularly.

Teamwork:

  • Work in close coordination with other programs within the BDRCS and with Partner National Societies to ensure program implementation is done in an integrated manner.
  •  Ensure and follow the community engagement and accountability process and protection, gender and inclusion while implementing any activity.

Leadership and Capacity Development:

  • Guide and supervise Doctors, Midwives, Nurses, PHC Officers, Camp Mobilizers, Volunteers for quality implementation of the project.
  • Provide regular technical support with guidelines and SOPs on Health, PSS and Outreach activities to the field staff.
  • Build capacity of Health/PSS Facilitators as per need of the project.
  • Perform any other responsibilities as assigned by the authority.

Coordination:

  • Coordinate with relevant staff with (Health & PSS) and other relevant sectors.
  • Develop and maintain contact with internal and external stakeholders.
  • Coordinate with key Health/PSS stakeholders/service providers to ensure complementarities and synergy of services.
  • Maintain close coordination with Red Cross Red Crescent partner National Societies/counterparts/teams of the International Federation of Red Cross Red Crescent Societies (IFRC).

Required qualifications and competencies:        

  • Post-graduates in medical, public health, psychology or any related field  
  • At least 03 years working experiences in the field of Health and/or Psychosocial Support, of which 2 years of management experience (managing at least 10 staff directly) is a requirement for this position as it necessitates a high degree of coordination of different stakeholders and guidance of staff. Working experience in the field of emergency response and in the Rohingya crisis context is an advantage.
  • Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills.

Skill Requirements:

  • Candidates must be self-starters and professionally competent.
  • Sound knowledge on both Health and PSS.
  • Applicant must have proven skill as managers with dealing significant no. of staff.
  • Candidates must be skilled in leading and working in a multi-faceted team.
  • Candidates must be proficient in English in both written and spoken.
  • Must have good documentation and communication skills.
  • Good computer literacy in MS Word, PowerPoint and Excel and IT familiarity (e.g., internet & web browsing/communication) is must. Typing both in English and Bangla (Bjoy software) is desirable.
  • Candidates must be highly skilled in quality narrative and numeric reporting.
  • Knowledge of digital data collection (e.g., Kobo) is an advantage.
  • Community mobilization experience will be considered as an asset.
