Terms of Reference (ToR) for hiring a consultant
for
English to Bangla Translation of VIA Training Manual, Printing the Manual & Supply as Booklet

1. Background

The Road Safety Program in Bangladesh implemented by the Bangladesh Red Crescent Society and supported by IFRC aims to increase social awareness of risks associated from traffic and how to avert them.

The project works with multiple stakeholders’ government ministries, local police and education institutions. Ten schools have been selected to partake in this project where the project activities will take place .

The Key activities are:

1. Implementation of Road Safety education (VIA Manual)
2. Advocacy with ministries to include Road Safety education in national curriculum
3. Awareness raising amongst all stake holders
4. Deployment of volunteers as crossing guards
5. Provision of First Aid training

2. Objectives, Audience and Scope of Work:

Objectives

The key objectives of the consultancy are to-

1. Translate the VIA Manual and supporting study materials into Bangla.
2. The Bangla Translation must be easy to understand by secondary school children and must be child friendly.
3. Provide Printed copies of the Bangla version of the VIA Manuals and study Materials.

Audience

• Bangla Medium schools
•  Secondary school children from class 6 to class 9.

Scope of Work

• Undertake desk review and analyze all the necessary documents/training modules, training materials to fully understand the text.
• Translate the text into Bangla while with holding the meaning of the original Text.
• The Translated Bangla text must be easy to understand and child friendly as the manual will be taught to secondary school children.
• Share the draft module with the BDRCS focal

3. Methodology

The Methodology expected: 

• Interviews with key staff from BDRCS and GRSP for clarification on the expected outcomes.
• Pre-testing 3 selected modules of the manual with BDRCS staff, volunteers for finetuning of manual and material, kind of dry run exercise.
• Finalize the manual.

4. Roles & Responsibilities:

An in-country consultant will be recruited to translate the VIA manual into Bangla.

Key Responsibilities:

• Understand the meaning and context of the materials to be translated and convert these into Bangla, making sure to preserve the original meaning of the document in consideration with English context.
• Consult with subject based material developers, specialists, consultants and other colleagues, as and when needed, in order to understand specialized concepts for appropriate translation.
• Ensure spell check, grammar, appropriate usage of words and terms considering the context.
• Follow up of assigned task with material developers, specialists and other colleagues to ensure satisfaction and understanding conserving the language, meaning and context.
• Translate materials so that these convey the meaning of the original document as clearly as possible.
• Manage assigned work schedules to meet deadlines. Proof read and incorporate editor’s feedback in final translated versions of the materials.
• Submit soft and hard copies of translated materials in BDRCS specified font and size.
• Complete assigned work accurately and within specified time.
• Provide the Translated VIA training manual.

6. Candidate requirements:

Educational Requirements:

• Masters preferably in Social Science/ Science/ Commerce or any other relevant discipline from any recognized university

Experience Requirements:

• Minimum 4 years’ of experience at translation work or teaching or training experience in English/ Bangla.

Additional Requirements:

• Language Skills: Fluent Bangla and English (both spoken and written). 
• Communication and Problem solving skills
• Excellent organizational, communication and writing skills. 
• Ability to synthesize, critically analyze and digest large amounts of information materials available. 
• Working in different types of education related materials or documents.
•  Knowledge on teaching and learning aspects in the stages of early learning or primary or  secondary education
