Red Cross - Red Crescent movement is the largest humanitarian and volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Job purpose

The Counsellor is responsible for counselling and guiding the beneficiaries regarding business plan development and operating profitable business under UKAID Match’s Livelihoods Project in slum communities of Barisal City Corporation. The primary objective of the Counsellor position is, under direct supervision of the Assistant Project Officer of BDRCS, to ensure the timely and effective delivery of UKAID Match’s Livelihoods project activities in the target communities and ensuring comply with technical standards from DFID/BRC. The Counsellor is also expected to maintain a good working relationship with beneficiaries, project team, relevant stakeholders, RC Unit and BRC, IFRC also other Movement partners. He/she will represent project in different meetings and forums in Barisal City Corporation and community level if required.

Duties and Responsibilities:

  • Counselling beneficiaries proactively for their business plan development and operating sustainably profitable business.
  • Interacting regularly with beneficiaries in the community centres for understanding the strengthens and weakness and counselling them with potential business development solutions.   
  • Guiding the beneficiaries regarding their business decisions and helping them understand their potential and provide help them through systematic process of algorithm.
  • Providing information to the beneficiaries about the job opportunities, necessary skills, viable products, potential markets and advising them about availing these opportunities.
  • Conforming that all the information provided to the beneficiaries is accurate and up to date for ensuring maximum profit gains utilizing minimum inputs and resources.        
  • Facilitating the conservation with beneficiaries on barriers and potentialities of their business and help them to resolve for establishing a viable business for sustainable incomes.    
  • Support the BRC technical team to design skills development trainings in collaboration with local industries and government development institutes in Barisal.
  • Maintain and coordinate with Barisal City Corporation and private sectors/industries to ensure effective and harmonised programme implementation.
  • Work closely with Community Organisers and slums people in implementation of UKAID Match’s project activities in target communities under the Barisal City Corporation.
  • Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for BRC PMEAL purposes.
  • Prepare monthly activity plan for Community Organisers and assist them to organise all planned trainings, awareness campaigns, community meetings and dialogues.
  • Maintain and coordinate with Barisal City Corporation and private sectors/industries to ensure effective and harmonised programme implementation.
  • Produce DFID/BRC required periodic reports and send to the BDRCS management and BRC within stipulated timeline;

Other Duties:

  • Any other relevant duties as requested by the line manager/concerned authorities.

PERSON SPECIFICATIONS:

Education and Experience:

  • Bachelor degree (Business Studies/ Social Science/ Psychology/ Development Studies or other subject relevant to livelihoods and disaster risk reduction).
  • Minimum 3 years’ experience in counseling, guiding and advising the poor people preferably in livelihoods and resilience programming in rural and urban areas.
  • Conducting constructive one to one or in group conversation with community people to understand their barriers and potentialities to start and sustain profitable business.
  • Representation and liaison within complex partnership contexts particularly in working with urban poor communities.
  • Experience of working with the Red Cross and Red Crescent Societies recognized as advantage.

Skills & Abilities:

  • Competence in IT (MS Word and Excel, Power Point, Internet etc.).
  • Good commend over Bangla and English in speaking and writing skill.
  • Commitment to the International Red Cross & Red Crescent Movement.
  • Integrity & high standards of personal conduct and showing good behavior with others.
  • Good team player and ability to coordinate and engage others and build good working relationships with internal and external partners.
  • Ability to inspire others; to pass his/her skills to others and to motivate them to put them into practice.

Personal qualities:

  • Humble, flexible, good listeners and non-judgmental, respectful with slum people.
  • Proactive, highly motivated and able to use initiative to a significant degree.
  • Ability to think strategically and be patient and supportive to work with slums.
  • Ability to communicate verbally and in written within project staff and outsiders.
  • Be organized, ethical, professional to give beneficiaries peace of mind and confidence.
  • Willing to work for the vulnerable poor people living in target slum communities.
