VACANCY ANNOUNCEMENT

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox’s Bazar. Currently BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox’s Bazar:

Reporting line: WASH Manager, PMO
Salary Range:    As per Organization policy
Age Limit:    45 years (may be relaxed for potential candidates)
Duty station: PMO office, Cox’s Bazar and frequent movement to field.

Roles and Responsibility:

Hardware related responsibilities:

  • Ensuring that WASH activities are planned, budgeted, designed with updated technical knowledge and effective technical interventions so that quality services are available and accessible to the targeted beneficiaries both in host and guest communities.
  • Supervising the relevant team in field to ensure the implementation of planned work as well as the quality of work.
  • Providing Technical support and guidance to the respected team to implement the WASH related work as per planed and overcome the challenges.
  • Developing the WASH related Design, Drawing, preparing Bill of Quantity (BoQ) as needed.  Support field level staff for the construction of hardware, selection of construction site and quality assurance of construction materials.
  • Ensure the integration of gender, child protection, environment and other cross cutting issues to the design, implementation and development of WASH construction/training activities and ensure that activities consider the needs of specific groups and individuals, especially children, the elderly and disabled.

Software related responsibilities:

  • Ensure Coordination with the Partner National Society’s (PNS), IFRC, Govt.  and other stakeholders internal and external.
  • Assist to develop the Project proposal for respected project, project planning and development phase.
  • Undertake WASH assessment including designing assessment tools, train enumerators, ensure quality of assessment and prepare reports.
  • Provide appropriate community capacity building and associated training to WASH facilitator, Community Development committee, community people and other stakeholder where relevant and necessary in a participatory and appropriate manner which meets the needs of the individual communities.
  • Preparing monthly report, Annual report and assist for donor report.

Common responsibilities: 

  • Ensuring that relevant guidelines/strategies/operational manuals are developed and available with BDRCS standard
  • Regularly report to line manager on all WASH related activities in the communities based on monitoring visits.
  • Contact/liaison with relevant NGOs/INGOs, government agencies and other public organizations at the district, sub district and camp level as required/appropriate.
  • Liaison with IFRC, different government stakeholder like DPHE, RRRC, NGOs, INGOs and WASH sector.
  • Work as a team member and share views and plans with IFRC and other movement colleagues and management
  • Capture learning from projects and share with project staff. Prepare case studies focusing project activities.
  • Demonstrate an ongoing commitment to gender equality and diversity.
  • Participate different technical working group meeting.
  • Any other duties as assigned by the appropriate authority.

Required Entry Qualifications and Competencies:

  • Minimum bachelor’s degree in Civil/Environmental engineering or equivalent educational background.
  • Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills.
  • At least 04 years working experiences in WASH with INGO/NGO and RCRC Movement.
  • Proficiency in MS Word, Excel, PowerPoint. Required fluency in both spoken and written in English language.
  • Computer competency in Bangla (Bijoy software) will be an asset.
  • Experience to work with Red Cross and Red Crescent (RCRC) will be an asset.

The incumbent takes his/her new responsibilities after having been assigned by the responsible line supervisor or, in default, by the Head of Operation. S/he accepts a probation period of three months. Main duty station is PMO Office Cox’s Bazar but 70% field in Ukhiya.
