Red Cross - Red Crescent (RCRC) movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government in the Disaster Management field, BDRCS provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under Forecast based Financing (FbF) Project:

Job title: Project Officer – Forecast based Financing (FbF) Project
Duty Station: NHQ and shifted to others district based on need
Salary: Approx. BDT. 72,000/-(Others benefits based on organization policy)
Reports to/ subordinated to:
FbF Project Coordinator, BDRCS.
Contact Duration:   15.06.2022 to 31.12.2022
Responsible for: Implementation and monitoring of project activities, coordination with GRC and other stakeholders. Organize and facilitate workshops, meetings, trainings and coordinate and supervise Red Crescent Youth Volunteers. Implement FbF project activities based on project design.

The Bangladesh Red Crescent Society (BDRCS) is auxiliary to the government of Bangladesh. It is also one of the members of The International Red Cross and Red Crescent Movement. Established in 1973, BDRCS has played a crucial role in humanitarian action such as relief, rescue and rehabilitation operations of hundreds of thousands of victims of flood, cyclone and other natural and man-made disasters in Bangladesh. Its assistance, affiliation and effort has saved, rescued and enhanced lives of people through a variety of activities. Its wide network of volunteers, activists and associations works to improve disaster preparedness, awareness and rehabilitation.

Purpose

The overall responsibility of the Project Officer of the Forecast based Financing/ Action (FbF/A) Project is to ensure implementation of activities set out in the project proposal. The Project Officer is the link between all relevant FbF stakeholders at the field-level and responsible for coordination with the BDRCS Unit Level Officers (ULO), with the District, Upazila & local Administration for timely implementation of project activities. S/He will ensure active participation of all relevant stakeholders and organize and facilitate workshops, meetings, trainings as well as supervise the work of the BDRCS volunteers. The Project Officer will plan and provide trainings for staff, volunteers, and other stakeholders.

Specific duties and responsibilities in technical matters:

  • Implementation of FbF project activities in consultation with the FbF Project Coordinator, BDRCS. These project activities can include:
  • Organizing and facilitating trainings, workshops at District, Upazila, Union, and Community level on DRR, FbF, and others as necessary;
  • Work with the District, Upazila, and Union Disaster Management Committee, local government as well as community members to collect field-level data on hazard impact, early actions and others for developing the Early Action Protocol for cyclones, floods and heatwaves.
  • Monitor the forecast of flood, cyclone and heatwaves during season and prepare forecast monitoring log sheet as well as forecast analysis report in consultation with technical adviser, Project Coordinator and project delegate
  • Prepare guidelines for RCYs and provide training on how to collect field-level data on impact, early action, beneficiary selection, and post-distribution assessments.
  • Develop different questionaries and provide training to RCYs on the use of smartphones for data collection via ODK/ KoBo software.
  • Organize and facilitate simulations on cash distribution / anticipatory actions.
  • Inform BDRCS regularly and effectively on the FbF progress (plan of activities, achievements, challenges and actions taken to overcome the challenges);
  • Regular visit to the project areas for the implementation of project activities, provide necessary support and guidance the volunteer to implement the project activities;
  • Prepare progress reports regularly and submit to FbF Project Coordinator, BDRCS.
  • Perform any other duty as assigned by supervisors;

Specific duties and responsibilities in coordination matters:

  • Develop and maintain close coordination with BDRCS Unit offices, local government and other stakeholders, where appropriate;
  • Maintain an open and mutually supportive working relationship with supervisors and other staffs;
  • Assist in the collaboration with respective unit of BDRCS and other Movement Partners;
  • Draft activity reports and ensure that all reports are delivered on time and in the correct format;  
  • Assist in the communication with local communities on introduction of new activities and approaches;
  • Follow up on the activities in the area of DRR, CCA and other programmatic areas that are of concern to GRC, of other actors in the field;
