The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Job Purpose:
Under the direct supervision of BDRCS Project Officer and Unit Level Officer, the Field Officer will be responsible for the overall implementation and management of the project. The position will work closely with project management team of BDRCS, GRC, DRC and IFRC and will maintain strong coordination with all stakeholders. The Field Officer will also ensure that the project will be implemented according to the project workplan with the highest standards of service, quality of financial and administrative management, and accountability, thus contributing to the overall efficient and effective running of the project.
Job Description / Responsibility:
Project Implementation and Progress Monitoring:
- Ensure continuous monitoring, quality and timely implementation of all activities.
- Plan and carry out the program with team members and volunteers, the tasks to improve DRM, Health, and CEA support to vulnerable communities of targeted areas.
- Ensuring all interventions are implemented, monitored and reported correctly to all key stakeholders.
- Ensuring effective utilization of project budgets keeping the overall goal and objectives of the program.
- Regularly visit the project areas, plan and monitor activities during implementation of the project.
- Create a positive environment among the team members so that the multidimensional team can demonstrate their full potential.
Coordination:
- Closely coordinate with all stakeholders and service providers to ensure complementary and synergy of services.
- Maintain close coordination with GRC, DRC, IFRC and BDRCS counterparts/teams.
- Coordinate, supervise and mentor all activities in the targeted communities and build sustainable linkages with all stakeholders including government agencies.
Reporting and Documentation:
- Prepare good quality reports and evidence-based documentation of project activities.
- Develop IEC Materials, case studies with evidence and success stories to be shared with BDRCS, GRC, DRC and IFRC and other relevant stakeholders
- Collect, collate and analyze data to ensure progress report of the project every month.
- Support the program team, volunteers and mobilizers to effectively assess, design, monitor and report on project activities regularly.
Teamwork:
- Assist the project team in ensuring and following the community engagement and accountability process and protection, gender and inclusion while implementing any activity.
- Work closely with GRC for assessment, project planning, implementation, supportive supervision, monitoring and reporting processes.
Leadership and Capacity Development:
- Supervise volunteers and related staffs for quality implementation of project activities.
- Provide regular technical support with guidelines on project’s component.
- Build capacity of volunteers and community groups as per project need.
- Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Education requirements:
- Master’s Degree in Social Science, Development Studies, Disaster Management, or related field with background of working in DRM, and Health sector are encouraged to apply.
Experience requirements:
- At least 2/3 years working experience in the field of DRR, Health and CEA.
- Working experience in the field of emergency response context is an advantage.
Skill requirements (in addition to above mentioned):
- Applicants must be motivated self-starters and competent professionals.
- Knowledge, training and facilitation skill on DRM and Health are a must.
- Applicants must be skilled in leading and working in a multi-faceted team.
- Applicants must be skilled in documentation and communication through quality narrative and numeric reporting.
- Good computer literacy in MS Word, PowerPoint and Excel is a must.
- Knowledge of digital data collection (e.g., Kobo) is an advantage.
- Community mobilization experience will be considered as an asset.
