Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 49 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
Bangladesh Red Crescent Society is looking for suitable candidate for following position of its Coastal DRR Program:

Purpose
The Sr. PMER Officer will work directly with the program team for developing and maintaining an effective planning, monitoring, evaluation and reporting system in Coastal DRR Program.
Duties applicable to all

Specific duties/ responsibilities and accountabilities
- Establish and maintain planning, reporting monitoring and evaluation (PMER) structures and systems for Coastal DRR Program with close collaboration with BDRCS PMER cell
- Update the Monitoring Plans as necessary, review and set targets, and track progress of all program activities at program area, unit and NHQ level
- Formulate standard guidelines, participatory PMER tools and templates for conducting monitoring and evaluation activities in the Coastal DRR Program
- Support in strengthening PMER capacity of relevant staff and volunteers through facilitating training and orientations at program area and branch level on PMER tools and analysis, reporting, data management, data analysis, conducting basic surveys and sampling techniques
- Coordinate in mapping, assessment and contribute to developing and/or updating contextual analysis and framework of the Program with consistent information and data
- Design and conduct survey/assessment, reviews and studies in Program
- From the perspectives of PMER and research, lead the planning and design of present and forthcoming programs/projects
- Support in preparing concept notes and project proposals as required and assist in developing Implementation Plan of activities under Coastal DRR program
- Provide technical support to Program Staff for practicing and implementing result-based system
- Provide technical support to external consultant for conducting baseline/midline/end line evaluation/impact study of projects/programs of BDRCS (as and when required)
- Work in a team with BDRCS/AmRC/IFRC PMER to establish standard system for collecting and responding to concerns and feedback from communities and other relevant stakeholders
- Undertake periodic monitoring and technical support visits to program areas to assess progress against agreed M&E plan and recommend corrective actions as appropriate
- Assist in ensuring news feeds are being updated and uploaded with the BDRCS website
- Perform any other work-related duties and responsibilities that may be assigned by the line Manager/Director, DRM
Reporting
- Ensure the coordination, timely preparation and submission of reports (Monthly program report, Quarterly Progress Report, Annual report, Program update etc)
- Prepare report to donors in collaboration with program/ project staff ensuring compliance with individual grant requirements.
- Contribute to wide Program learning by preparing and disseminating lessons learned, good practices and evidence provided by Field team through information bulletins, operations updates and revisions, program updates, annual reports and quarterly reports and ensure the standard formats and guidelines are adhered to and followed
Networking
- Establish and maintain good communication links with program managers to ensure that they submit regular, timely and accurate narrative reports
- Collaborate with technical personnel and program manager/s in the BDRCS in developing training modules and initiatives
- Work closely with the finance dept. to ensure compatibility between narrative and financial information in all reports. Undertake any other reasonable duties as may be requested from time to time
- Establish good communication with BDRCS and movement wide PMER network
Lateral relationships
- Establish and ensure effective working relationships with members in the team AmRC/IFRC counterparts
- Ensure effective working relationships with BDRCS PMER Cell along with all BDRCS departments at HQ and field levels
Accountability:
- The Sr. PMER Officer shall be accountable to the Director, DRM and Program Manager, Coastal DRR Program
