Red Cross - Red Crescent (RCRC) Movement is the largest volunteer organization in the world.   Bangladesh Red Crescent Society (BDRCS) is a national society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government in the Disaster Management field, BDRCS provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Purpose:

The project titled “Strengthening the resilience of refugees and host communities through Disaster Risk Management, livelihood interventions and strengthening the emergency response capacities of the National Society in Bangladesh” is multi-year (2019-2023) which targets the host/local and the camp communities of Cox’s Bazar. Supported by German Red Cross (GRC) the project aims to improve the living condition of the most vulnerable refugees and host communities through Disaster Risk Management, livelihood interventions and strengthening the emergency response capacities of the BDRCS in local level.

Based on the project objectives, the Field Officer is primarily responsible for field implementation of agreed project activities. The Field Officer will receive guidance from PMO Sector Leads, BDRCS Coordinator and Project Manager (GRC) in all field activities and may play a role in the supervision of Red Crescent Youth volunteers. This position will be based in Teknaf, Cox’s Bazar.

Roles and Responsibility:

Overall:

  • Responsible for organizing of DRR and Livelihood related activities in field (camp and local community) including but not limited to assessments, trainings, simulation, workshops, awareness raising sessions, meetings, monitoring activities, etc.
  • Support the planning, and implementation of the project activities, working closely with BDRCS (Coordinator and PMO Sector Leads) and GRC (Project Manager) counterparts and to comply with its policies and procedures;
  • Assist in coordination with BDRCS, RCYs, community volunteers, government officers and other stakeholders on activities proposed, planned and implemented, where appropriate.
  • Monitor technical interventions to ensure implementation according agreed standards and workplan, and within budget, and take appropriate remedial action if/when standards are not being met;
  • Ensure the buy-in and participation of local stakeholders (authorities/structures, community members and beneficiaries) through supporting regular coordination;
  • Submit inputs to regular and ad-hoc reports, meetings and technical overviews as needed and submit to BDRCS Coordinator and GRC Project Manager;
  • Liaise with BDRCS Unit as per need, particularly involving RCY volunteers;
  • Provide necessary support to volunteers/RCY volunteers;
  • Collaborate with GRC project team and other Partners of the project at field level;
  • Coordinate with other relevant Sectors of PMO.
  • Perform any other duty as assigned by supervisor;

Finance and Administration:

  • Ensure that all assigned financial liquidations are closed duly on time, with quality and with proper documentations;
  • Validate all liquidations/expenditures where he/she is assigned responsible;

Human Resources:

  • Support the team in identification of training needs and providing guidance when necessary ;
  • Abide by and work in accordance with the Red Cross/Red Crescent principles and values;
  • Maintain an efficient and harmonious working environment among partners and work colleagues;
  • Strictly adhere to security rules and ensure security compliance.

Person Specification:

Education and experience:

  • Bachelor’s degree in Social Science, Disaster Management or related field;
  • Minimum 2 years of working experience in DRR or livelihood;
  • Strong Team Player;
  • Willing to be flexible in taking responsibilities as per project needs
  • Previous experience with Red Cross Red Crescent movement is an asset.

Skills and knowledge:

  • Required Oral and written fluency in Bangla and English
  • Required good command of MS software: Excel, Word and PowerPoint
  • Oral fluency of local dialect in Cox’s Bazar is an asset
  • Experience of working in camps and local (Teknaf) context is an asset
  • Good interpersonal and intercultural skills, the ability to communicate clearly and effectively and build relationships at all levels;
  • Strong organizing, training and communication skills
  • Ability to motivate and to lead staff/volunteers by example
