Red Cross - Red Crescent movement is the largest humanitarian and volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Job purpose
The Assistant Project Officer (APO) is responsible for implementation of UKAID Match’s Livelihoods Project in slum communities of Barisal City Corporation. The primary objective of the APO position is, under direct supervision of the Assistant Project Manager of BDRCS, to ensure the timely and effective delivery of UKAID Match’s Livelihoods project activities in the target communities and ensuring comply with technical standards from DFID/BRC. The APO is also expected to maintain a good working relationship with project team, relevant stakeholders, RC Unit and BRC, IFRC and other Movement partners. He/she will represent project in different meetings and forums in Barisal City Corporation and community level, if necessary. |
Duties and Responsibilities:
- Ensure high-quality implementation of UKAID Match’s project activities with agreed plans aligned to the log frame/indicators.
- Organise the target communities and support the BRC technical team to conduct assessment on labour market, value chain and study on business potential in urban slums and analysis of barriers to social integration.
- Support the BRC technical team to design skills development trainings in collaboration with local industries and government development institutes in Barisal.
- Ensure that real beneficiaries are identified following standard criteria and the business plans for the business viability and sustainability are scrutinised that meet technical standards.
- Maintain and coordinate with Barisal City Corporation and private sectors/industries to ensure effective and harmonised programme implementation.
- Guide and supervise Project Counsellor in implementation of UKAID Match’s project activities in target communities under the Barisal City Corporation.
- Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for BRC PMEAL purposes.
- Prepare monthly activity plan for Project Counsellor and assist them to organise all planned trainings, awareness campaigns, community meetings and dialogues.
- Maintain and coordinate with Barisal City Corporation and private sectors/industries to ensure effective and harmonised programme implementation.
- Produce DFID/BRC required periodic reports and send to the BDRCS management and BRC within stipulated timeline;
- Brief regularly to project management team and project implementation committee, if needed, on the progress of the UKAID Match project.
- Assist Assistant Finance and Admin Officer (AFAO) to prepare monthly financial report and cash request and ensure timely submission to BDRCS NHQ.
Other Duties:
- Any other relevant duties as requested by the line manager/concerned authorities.
PERSON SPECIFICATIONS:
Education and Experience:
- Advance degree in Business Studies, Social Science, Disaster Management, Development Studies or other subject relevant to livelihoods and disaster risk reduction.
- Minimum 5 years’ experience in project planning, monitoring and reporting preferably in livelihoods and resilience programming in rural and urban areas.
- Representation and liaison within complex partnership contexts particularly in working with urban poor communities.
- Support to conducting capacity building training, workshops for project staff and target beneficiaries in slum areas.
- Experience of working with the Red Cross and Red Crescent Societies is preferable.
- Not more than 40 years of age.
Skills & Abilities:
- Competence in IT (MS Word and Excel, Power Point, Internet etc.).
- Good commend over Bangla and English in speaking and writing skills.
- Commitment to the International Red Cross & Red Crescent Movement.
- Integrity & high standards of personal conduct and showing good behavior with others.
- Good team player and ability to coordinate and engage others and build good working relationships with internal and external partners.
- Ability to inspire others; to pass his/her skills to others and to motivate them to put them into practice.
- Ability to adapt various concepts and tools to the environment and needs of the relevant National Society.
Personal qualities:
- Proactive, highly motivated and able to use initiative to a significant degree.
- Ability to think strategically and be patient and supportive to work with slums.
- Ability to communicate verbally and in written within project staff and outsiders.
- Willing to work for the vulnerable poor people living in target slum communities.
