VACANCY ANNOUNCEMENT

The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently, Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of its COVID-19 response program:

Job Title : Volunteer Management Officer
Department : Disaster Response (DR)
No. of position : 01 (One).
Job Nature : Contractual.
Duration of contract : 6 months (with possibility of extension).
Reportable to : Operation Coordinator in close coordination with Director (DR) & Director (Y&V)
Duty station : National Head Quarters (NHQ), Moghbazar, Dhaka.
Starting Date : As soon as possible.
Salary Range : Up to 60,000 BDT (other benefits as per organization’s policy).

Organizational context

The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to `To become a leading humanitarian organization by mobilizing the power of humanity`. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal time.
Since March 2020, Bangladesh Red Crescent Society (BDRCS) with the support of IFRC and membership, has been preparing for and responding to the COVID-19 pandemic across the country and is working closely with the Government of Bangladesh to keep people healthy and safe. BDRSC has mobilized its extensive network of trained volunteers to conduct community outreach, including prevention and awareness activities, hygiene promotion and countering rumors and misinformation, as well as providing mental health and psychosocial support to people in distress, including those carrying the virus and first responders. BDRCS is also using this extensive network to assist the country’s most vulnerable groups with food and cash assistance. In the long run, socio-economic interventions will be the most important part of the COVID-19 response. BDRCS has an approved strategic plan where access to health care and developing community resilience to health program is one of the strategic objectives. In order to strengthening Bangladesh Red Crescent Society (BDRCS)’s on-going support to emerging health priorities and support the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus, Volunteer Management Officer will support Operation Coordinator in accomplishing COVID-19 operational objective. This position is supported by PROVASH USAID COVID response fund and work closely with operations coordinator for day to day support and work in coordination with Program and Finance team.

Job purpose

The primary purpose of the job holder to support COVID-19 operational team to coordinate with Youth & Volunteer department for COVID -19 response operation and vaccination program. He/ She will support and work with the operation team in BDRCS and IFRC and keep records of ongoing activities implemented through Y&V department. Will be working with close coordination with branches and support red crescent youth volunteer for finance, IM and reporting and Program management for all COVID-19 operation. Reporting to the Operation Coordinator the post holder will ensure support to the Y&V department, DR and Health department for recruitment of RCY volunteers, ensure required training opportunities and work with program and finance for proper volunteer engagement. He/ She will work in close collaboration with Unit offices and build capacity of RCY for performance improvements and reporting.

Job duties and responsibilities

  • Support COVID-19 operation team to liaison with the Y&V department for COVID-19 activities.
  • Identify and needs assessment for RCY Volunteer engagement for COVID-19
  • Support RCY volunteer engagement process and training for the volunteers on COVID-19
  • Facilitate RCY volunteers on program, finance and reporting.
  • Plan and execute volunteer training program activities in a timely manner.
  • Support the bill and voucher collection process of the volunteers
  • Assist in program implementation jointly with the program officers
  • Conduct program reviews and prepare report for management.
  • Analyse and troubleshoot volunteer program challenges.
  • Provide guidance and maintain frequent communication with relevant volunteer network
  • Assist in budget preparation and expense management.
  • Represent COVID-19 operation team in different meetings and workshops relevant to the program.
  • Support all on-going operations in terms of financial and administrative management for volunteers.
  • Monitor the level of implementation of the budgets and provide feedback to the management team.
  • Regular field visit to the unit offices to monitor volunteer activities and provide feedback.
  • Ensure monthly volunteer statement and reporting are in place.
  • Assist in development capacity of RCY volunteers and facilitate community engagement process.
  • Assess capacity needs of the unit offices for volunteer programing.
  • Work in collaboration with DR, CPP and Health Programs.
  • Any other assigned activity by the BDRCS management.
