The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Organizational context
The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to `To become a leading humanitarian organization by mobilizing the power of humanity`. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal time.
Since March 2020, Bangladesh Red Crescent Society (BDRCS) with the support of IFRC and membership, has been preparing for and responding to the COVID-19 pandemic across the country and is working closely with the Government of Bangladesh to keep people healthy and safe. BDRSC has mobilized its extensive network of trained volunteers to conduct community outreach, including prevention and awareness activities, hygiene promotion and countering rumors and misinformation, as well as providing mental health and psychosocial support to people in distress, including those carrying the virus and first responders. BDRCS is also using this extensive network to assist the country’s most vulnerable groups with food and cash assistance. In the long run, socio-economic interventions will be the most important part of the COVID-19 response. BDRCS has an approved strategic plan where access to health care and developing community resilience to health program is one of the strategic objectives. In order to strengthening Bangladesh Red Crescent Society (BDRCS)’s on-going support to emerging health priorities and support the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus, Program Officer CPP will support Manager (Vaccination) in accomplishing BDRCS mission and vision. This position is supported by PROVASH USAID COVID-19 response fund and work closely with Manager vaccination for smooth implementation of project activities in close coordination with Program and Finance. |
Job purpose
The primary purpose of the job holder to ssupport on-going COVID-19 operations and vaccination program operation team in CPP areas, as required. The Program officer will ensure effective implementation of all the vaccine activities with the support from CPP volunteer and support Manager (Vaccination) to liaison with the CPP HQ and zone offices. She/he will identify and address gaps, work in manner that coordination requirement among NHQ, Field team and partners are addressed. The post holder will ensure operational support to ensure effective running of program and finance through volunteer engagement. Work in close collaboration with CPP unit offices and build capacity for performance improvements of volunteers and reporting. |
Job duties and responsibilities
- Support smooth implementation of the program in association with other relevant departments
- Plan and execute program activities in a timely accurate manner.
- Conduct program reviews and prepare report for management.
- Identify and contact new program partners for expansion.
- Develop best practices to improve overall program performance in CPP Regions.
- Analyse and troubleshoot program challenges.
- Provide guidance and maintain frequent communication with program partners.
- Follow up and ensure bill / vouchers from unit offices and volunteers.
- Assist DRM office and support collection of bill / vouchers.
- Support Manager Vaccination in day to day activity and prepare field briefing.
- Maintain frequent communication with unit offices and volunteers
- Assist in budget preparation and expense management.
- Represent in regional conferences, meetings and workshops relevant to CPP.
- Support all on-going operations in terms of financial and administrative management.
- Monitor the level of implementation of the budgets and provide feedback to the management team.
- Regular field visit to the unit offices in order to collect quality supporting documents.
- Ensure monthly working statement and reporting are in place.
- Provide support to cook food program, oxygen cylinder and ambulance services for COVID
- Assist in development capacity of RCY volunteers and facilitate community engagement process.
- Develop capacity of the CPP unit offices for program performance and reporting.
- Work in collaboration with DR, Health and Young Volunteers Programs.
Carry out any assigned task need to be accomplishing within the due time as instructed by Line Manager or competent authority. |
