VACANCY ANNOUNCEMENT

The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently, Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of its COVID-19 response program:

Job Title : Project Finance Officer
Department : Disaster Response (DR)
No. of position : 01 (One).
Job Nature : Contractual.
Duration of contract : 6 months (with possibility of extension).
Reportable to : Manager (Vaccination) in close coordination with Director-Finance
Duty station : National Head Quarters (NHQ), Moghbazar, Dhaka.
Starting Date : As soon as possible.
Salary Range : Up to 60,000 BDT (other benefits as per organization’s policy).

Organizational context

The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to `To become a leading humanitarian organization by mobilizing the power of humanity`. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal time.

Since March 2020, Bangladesh Red Crescent Society (BDRCS) with the support of IFRC and membership, has been preparing for and responding to the COVID-19 pandemic across the country and is working closely with the Government of Bangladesh to keep people healthy and safe. BDRSC has mobilized its extensive network of trained volunteers to conduct community outreach, including prevention and awareness activities, hygiene promotion and countering rumours and misinformation, as well as providing mental health and psychosocial support to people in distress, including those carrying the virus and first responders. BDRCS is also using this extensive network to assist the country’s most vulnerable groups with food and cash assistance. In the long run, socio-economic interventions will be the most important part of the COVID-19 response. BDRCS has an approved strategic plan where access to health care and developing community resilience to health program is one of the strategic objectives. In order to strengthening Bangladesh Red Crescent Society (BDRCS)’s on-going support to emerging health priorities and support the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus, the Finance Officer will support Manager (Vaccination) in accomplishing operational objective regarding the COVID-19 vaccination. This position is supported by IFRC/USAID COVID-19 response fund.

Job purpose


Strengthening Bangladesh Red Crescent Society (BDRCS)’s ongoing support to the National COVID19 vaccine deployment and rollout this incumbent will support the vaccination programme of the BDRCS and work closely with the operational team.
The Finance Officer will provide the operational support in a daily basis to the project to ensure the effective running of the finance function by the BDRCS in line with the project budget and project proposal in close coordination with manager (Vaccination) along with Director, Finance and key partners in an effective, efficient, and timely manner. This post holder will also ensure all the project expenses are align with BDRCS standing order and standard compliance, rules, and procedure.

Job duties and responsibilities


Financial and Administrative Management of the Project:
  • Maintain books of accounts, Prepare monthly, quarterly, and annual project Financial Reports in consultation with line Managers and relevant colleagues in the finance department as per prescribed format and timeline.
  • Prepare bill, vouchers in accordance with organization policy and maintaining donor requirement and other relevant documentation.
  • Preparation of payment, vouchers, cheques and posting of vouchers in cash/bank book/accounting software. Keep the accounts and financial management transparent and up to date for all concerned.
  • Make payments after verification of the accuracy, validity, legitimacy of all documentation, ensuring, completeness of financial documents, (purchase requests, work orders, invoices), proper coding and approval by responsible managers before payments are made.
  • Maintains appropriate filing of financial records including but limited to bills, invoices etc. and ensures proper backup of all files.
  • Prepare monthly and quarterly project financial forecast in consultation with line Managers and communicate with finance department to ensure money is ready for project expenditure.
  • Ensure payments of the expenses, bills, salary, Tax & VAT paid within the project budget following organizational procedures.
  • Prepare monthly financial statement, bank reconciliation statement and others financial related statement.
  • Maintain liaison with program staffs, participate in regular team meeting and render support as and when necessary.
  • Work with the Senior Project Coordinator for the budget revisions and advise on their realism, consistency, and compliance.

Audit & Risk Management:

  • Responsible for complying government policy including VAT & Tax deduction at source and deposit to treasury as per Government rules.
  • Provides advice and recommendations to program personnel on financial procedures and practices, as required.
  • Keeping invoices, staff advances other financial documents and records properly & safely.
  • Provide support to auditors in conducting audit of financial activities and response to audit observation if any.
  • Implement corrective actions to manage financial risks.
  • Ensure that accurate and complete accounting documents and any other information is available to all stakeholders for reference and future needs.
  • Oversee project audit processes by preparing, facilitating, & ensuring smooth processes.

Carry out any assigned task need to be accomplishing within the due time as instructed by Line Manager or competent authority.
