The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Organizational context
The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to `To become a leading humanitarian organization by mobilizing the power of humanity`. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal time. Since March 2020, Bangladesh Red Crescent Society (BDRCS) with the support of IFRC and membership, has been preparing for and responding to the COVID-19 pandemic across the country and is working closely with the Government of Bangladesh to keep people healthy and safe. BDRSC has mobilized its extensive network of trained volunteers to conduct community outreach, including prevention and awareness activities, hygiene promotion and countering rumours and misinformation, as well as providing mental health and psychosocial support to people in distress, including those carrying the virus and first responders. BDRCS is also using this extensive network to assist the country’s most vulnerable groups with food and cash assistance. In the long run, socio-economic interventions will be the most important part of the COVID-19 response. BDRCS has an approved strategic plan where access to health care and developing community resilience to health program is one of the strategic objectives. To strengthening Bangladesh Red Crescent Society (BDRCS)’s on-going support to emerging health priorities and support the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus, Response Program Manager will support COVID-19 operation team in accomplishing BDRCS mission and vision. This position is supported by PROVASH USAID COVID response fund and work closely with Operations Coordinator for smooth implementation of project activities in close coordination with Program and Finance. |
Job purpose
The Response Program Manager will be responsible for overall management of on-going COVID-19 response and relevant duties given by the department. He/ She will provide programmatic oversight and support in the areas of PROVASH Response Activities. He/ She will be responsible to implement planned activities within the budget and guide the field implementation. Maintain close coordination with vaccination team. Manage specific projects assigned by the organization. Will ensure budget management and support donor funding including PROVASH project. Will support overall coordination and information sharing in a regular structural way among NHQ, field teams and partners. Will be responsible for managing the staff member to ensure coordination among the team. Besides, the response activities, this incumbent will also contribute to the overall BDRCS response programme. |
Job duties and responsibilities
- Overall management of the specific project assigned by BDRCS and ensure appropriate support for the implementation of PROVASH response program activities and volunteer led response programming.
- Provide back up support to the Operation Coordinator and contribute to the day-to-day activities with regards to COVID-19 programme and response.
- Provide technical input to the COVID-19 response team and ensure technical assistance for program implementation.
- Provide Programmatic support to Project team for evaluation and impact analysis of response programme within the required timeframes.
- Responsible for budget management and expenditure tracking.
- Carry out regular monitoring visits with other Units, ensuring that project objectives are met within the stated timeframes and in accordance with recognized national and international standards.
- Contribute to the review of BDRCS response Program with BDRCS Management team.
- Represent BDRCS at national coordinating bodies, and bilateral meetings, working groups, with national or local government departments and any other relevant meetings or events.
- Ensure the project expenditure is in line with approved budgets, advising on potential under/over spend and recommending appropriate corrective action.
- In collaboration with program staff, Finance staff and the PMER, ensure that necessary quality improvement planning, budgeting and management activities occur to facilitate smooth and efficient program functioning.
- Reinforce the peer review process, including sharing lessons learned and best practices adapted, to continually bridge performance gaps. Develop and test new approaches for quality and performance improvement according to the local context as needed.
- Contribute to developing strategic partnership with BDRCS for better response program and service delivery for improved humanitarian assistance.
