VACANCY ANNOUNCEMENT

The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently, Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of its International Humanitarian Law (IHL) programme supported by the International Committee of the Red Cross (ICRC) based in NHQ at Dhaka:

Job Title : Senior Program Officer- International Humanitarian Law (IHL)

Reportable To : In-Charge, International Department.
Duration of contract : 12 months (with possibility of extension).
Salary Range : Up to 70,000 BDT (Other benefits as per organization’s policy).
Age Limit : Maximum 45 years.
Duty Station : National Head Quarters, Dhaka.

Organizational context

The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to become a leading humanitarian organization by mobilizing the power of humanity. And mission statement is The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal time. The Statutes of the International Red Cross Red Crescent Movement gives a unique mandate to the National Society to disseminate IHL during the peace time and therefore BDRCS planned different activities to disseminate IHL with public authority and relevant stakeholders. 

Job purpose

The Sr. Programme Officer will support in the planning, implementing, coordinating, and following up IHL activities of BDRCS in close coordination with IR department. The incumbent will also play vital role to mainstream IHL into various programmes and within the organizational priority of BDRCS. S/he will also support capacity development of the staff and volunteer on IHL and build innovative partnership with relevant stakeholders including ICRC.

Furthermore, the programmer officer will provide regular programmatic and operational support to ensure timely and effective implementation in line with the agreed activities, work plan, and budget. S/he will also liaise with relevant departments. The post holder will also ensure that all activities are aligning with BDRCS standing order.

Job duties and responsibilities

  • Work with the International Relation department to develop IHL strategies, plan and implement all IHL activities.
  • Liaison with relevant departments during the design and implementation phase of IHL activities.
  • Organize capacity building training, orientation, briefing for staff and volunteers.
  • Support respective branch official and branch volunteers to build branch capacity on IHL.
  • Identify coordination initiatives, issues and actions among partners and other stakeholders on IHL.
  • Support IHL dissemination activities of BDRCS in close liaison with the government and relevant stakeholders including ICRC.
  • Represent national society externally in IHL events and participate in dissemination sessions.
  • Contribute to the development of learning tools in the area of IHL promotion and dissemination and integrate them in BDRCS staff/volunteer trainings.
  • Maintain contact with National IHL Committee and develop strategies and action plans related to IHL treaty participation by Bangladesh and development of relevant domestic legal and policy frameworks.
  • Contribute to the International Conference of Red Cross and Red Crescent, including in preparation for the Conference, and play an active role in the domestic implementation of IHL related resolutions and pledges.
  • Develop, implement and monitor budgets for activities as required.
  • Actively participate in meeting and policy dialogue, prepare all required documents, record meeting minutes, and follow up on actions with regular updates.
  • Contribute to the development of concept notes, position papers, strategy, and support conceptual forward planning as required.
  • Ensure quality programme implementation through regular monitoring and technical inputs.
  • Follow up on challenges and opportunities for the implementation of planned activities in various projects and coordinate the mitigation and adaptation with BDRCS and its partners.
  • Interact with partners and stakeholders, including the government, ICRC, partner national societies, and other organizations dealing with relevant legal and thematic issues.
  • Ensure accurate and timely reporting as per requirements of the donor and partners.
  • Any other responsibility in areas of IHL as assigned by Line Manager from time to time.

Position Requirements

Education

Master’s in Law or Relevant Discipline

Specialization in IHL or related area of international law.

At least 3 years of working experience in implementing project/programme in national or international organization related to international humanitarian law/human rights law.

Confirmed experience in report writing, proposal writing, and developing response plan
