Background:

The Bangladesh Red Crescent Society (BDRCS) is the largest humanitarian organization working all across the country and member of the world’s largest humanitarian non-governmental network, the International Federation of Red Cross and Red Crescent Societies (IFRC). As an auxiliary to the Government, the Society provides humanitarian assistance to the vulnerable population. BDRCS has taken a wide range of activities in disaster management, health in emergencies, capacity building and in promoting Red Cross Red Crescent principles. To become the leading humanitarian organization in Bangladesh, BDRCS through various challenges continues to make progress towards vision1 and mission2 in providing vital services to the most vulnerable in an effective, transparent and in a self-sustainable manner.

BDRCS in line with the national, regional, international and RCRC movements strategy adopted its ten years Disaster Risk Management (DRM) Strategy 2010-2020 which includes Disaster Risk Reduction, Climate Change Adaptation and Preparedness for Response as priority areas. The previous DRM Strategy 2010-2020 has been initiated with a view to strengthen the capacity of BDRCS to reduce the loss of lives, livelihoods and wellbeing in recurrent disasters. It was originally designed to take a multi-hazard approach to disasters and to generate a ‘paradigm shift’ in disaster management, away from relief and rehabilitation and towards a holistic approach to reducing risk and vulnerability. However, since there are some more robust initiatives with the advancement of scientific knowledge and technology in disaster risk reduction and management (DRRM), climate change adaptation (CCA) and build a culture of resilience and self-sustainable approach in a renewed sense of urgency at all levels especially at urban, rural, climate change, health in emergencies and cross cutting context. The BDRCS DRM Strategy 2010-2020 needs to be revised, updated and renamed as the “BDRCS DRM Strategy 2021-2030” in the light of current and future context of national, regional and global context.

Purpose:

  • To develop a   strategy appropriate and relevant to the advancement of scientific knowledge and technology in disaster risk reduction and management in changing national, regional and global context of DRRM, CCA and Resilience including the capacity of BDRCS
  • Prepare a BDRCS DRM policy

Key objectives:

The key objectives of the of the revision of the expired DRM Strategy is to;

  • Align with the national, regional and international policies on disaster risk management
  • To synergize and complement with the current context of Forecast based Action/ Anticipatory Action; climate change and advancement of science/technology in disaster risk management.
  • Build in a more comprehensive knowledge management system in terms of national, regional and global perspective
  • Make more contextualize so that the future innovation in advancement of technology may fit to the disaster risk management systems of BDRCS

The BDRCS is looking for an excellent and dedicated Bangladeshi national for a short-term consultancy.

Position Title : Consultant for DRM Strategy and Policy Review
Nature of Job : Contractual
Duration of contract : 30 days (Started by 01 December 2021 and completed by 30 December 2021, which may be continued upto 15 January 2022)

Main responsibilities:

  • Review literature to collect, collate and extrapolate relevant information
  • Analyse the gaps of previous DRM Strategy
  • Analyse for future DRRM initiative that may fit
  • Incorporate feedback/input from the relevant stakeholders
  • Develop ToR for a validation workshop
  • Facilitate setting priorities and developing agendas for the workshop in consultation with the Working Group
  • Facilitate the workshop
  • Develop revised draft of the DRM Strategy prior to the workshop based on the wider consultation with relevant BDRCS officials, Units and Community
  • Develop a revised draft of the Strategy preceding the workshop
  • Prepare a workshop report

Experience requirements:

  • Demonstrated experience in disaster risk reduction and management programmes
  • Demonstrated experience in training enumerators
  • Excellent report writing and communication skills
  • Demonstrated experience in developing longer term strategy relevant to DRRM
  • Excellent thinking capacity and knowledge of the advancement of science and technology in DRRM
  •  Excellent knowledge of English in both speaking and writing is required
  • Knowledge of the Multi-Hazard risk assessment
  • Demonstrated experience in Development agencies, I/NGOs or Research Organization, preferably RCRC movement

Educational requirements:

  • Advanced degree in the relevant filed, preferably PhD.
  • Publication of articles in DRRM related national/international peer-reviewed journal will added value

Deliverables:

  • Develop, revise and update the strategy as the ‘BDRCS DRM Strategy 2021-2030’.
  • Development of ‘BDRCS DRM Strategy 2021-2030 Implementation Plan’.
  • Develop a BDRCS DRM Policy.
  • Develop validation workshop report.

Selection Criteria of the Consultants:

  • The consultant should be Bangladeshi Nationality.
  • The consultant should have ability to visit/ conduct meeting with GoB. official person, UN agency and INGOs personal.
  • The consultant must have 5-7 years’ experience on DRM policy and strategy publication in different NGOs/ INGOs/ UN.
  • The consultant must have Master’s degree in DRM and additional advantage if the applicant has an MBA.
  • The consultant must be fluent in written and spoken in English as well as ability to published DRM policy and Strategy in English.

Selection Method:

The Consultant will have to submit a proposal with budget clearly explaining the milestones and total time duration. The consultant will be selected according to the policy of HR.

Termination:

Upon dissatisfaction of his/her performance of the consultants the BDRCS authority may cancel or terminate his/her contract period any time and will not be liable to compensate any benefit and others facilities which are mentioned in the contract.

Geographical Scope of Work:

The consultant will be base in BDRCS National headquarters, Dhaka. He/ she will be expected to travel to each of the relevant stakeholder as well as facilitate the workshops.

Reporting Modalities:

The consultant will report to the Director, DRM Department, Bangladesh Red Crescent Society.
