        Red Cross -  Red Crescent movement is the largest volunteer organization in the world.  Bangladesh Red Crescent Society (BDRCS) is a national society of the movement,  constituted on 31 March 1973 by the President's Order No. 26 of 1973 with  retrospective effect from 16 December 1971. This is the biggest humanitarian  organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance  to the vulnerable people over the last 48 years and has undertaken a wide range  of activities in humanitarian response, disaster management, health, capacity  building and in promoting Red Cross/ Red Crescent ideals and principles.

        Job  Purpose:   
        This  position with the required technical expertise will support the Disaster Risk  Reduction (DRR) Sector of BDRCS with construction related WaSH, Shelter and  small-scale mitigation activities planned in the Plan of Action of FY 2021 under  ‘Comprehensive DRR and Resilience Building Project: III Cox’s Bazar’ of Population  Movement Operation.     
        Job Responsibilities:  
        Design  and implement DRR construction activity   
        
          - Engage  with DRR camp and host team to review, analyze and define appropriate small-scale  mitigation/construction actions for camp and host communities of Cox’s Bazar. 
 
          - Play as  technical lead in design and implement shelter and WaSH construction activities  related to disaster risk reduction. 
 
          - Establish the technical aspect of the internal  purchase order and tender documents for construction and rehabilitation of  shelter and WaSH facilities. 
 
          - Responsible for site management: general supervision  of contractors and ensuring the safety of construction sites and community  participation as and when required. 
 
          - Validate the progress and quality of work of the  contractors and coordinate/liaise with BDRCS and IFRC to ensure their payments. 
 
          - Perform action in order to maintain the standard of  the ongoing construction activities following Bangladeshi and Global reference  documents. 
 
          - Ensure the quality of construction materials that are  supplied by supplier/contractor for the on to ground construction activities  and report back to the team focal. 
 
          - Ensure that construction works is integrated with  hygiene promotion and community participation component, to ensure  sustainability of the infrastructure built. 
 
          - Design, and facilitate capacity strengthening events for  installation and use of shelter and WaSH facilities at household level and also  for the BDRCS DRR colleagues. 
 
          - Follow up logistics/budget management/site  supervision for small scale works (installation/ rehabilitation of water points  or latrines etc.) 
 
          - Plan,  organize and follow up of the community mobilization in target communities on  issues related to implementation of shelter and WaSH activities based on plan  of action. 
 
         
        Coordination within BDRCS and external actors for  integration:  
        
          - Maintain  good coordination with BDRCS Sectors to create a mutual learning environment  and extend technical assistance to other teams if needed.   
 
          - Ensure the integration of gender, child protection,  environment and other cross cutting issues to the design, implementation and  development of construction activities. 
 
          - Coordinate  with local actors (including governmental and non-governmental organizations)  for wider integration and bringing innovation in construction activities. 
 
          - Ensure that construction activities take into account  the needs of specific groups and individuals, especially children, the elderly  and disabled. 
 
          - Plan, organize and facilitate PHAST tools in the  communities. 
 
          - Perform any other work-related duties and  responsibilities that may be assigned by the line manager. 
 
         
        Educational  & Experience Requirements:   
        
          - B.Sc in civil engineering. 
 
          - At least 3  year(s) of working experience. 
 
         
        Additional  Requirements:  
        
          - Experience  in PHAST tool implementation in the community and field level
 
          - Experience  with working with donors and contractors.
 
          - Skills  & abilities:  Good Computer skills, coordination and planning skills, sound knowledge on  subject area and fluent in English

          - Able to  work in a team and respects opinions of others. 
 
          - Assist  the organization on occasion, in times of national, international, local  emergencies or major disasters
