The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently, Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of its Covid-19 Response project supported by the Coca Cola Foundation (TCCF) based in NHQ at Dhaka:

Job Title : Communication Officer

Duration of contract : 10 months (with possibility of extension).
Reportable to : Senior Project Coordinator in close coordination with Director – Youth & Volunteer, Director - Health and Director/ In-Charge - Communication
Salary Range : Up to 60,000 BDT (other benefits as per organization’s policy).
Age limit : 30 - 40 years (age limit will be relaxed in case of potential candidate).
Duty station : National Head Quarters (NHQ), Moghbazar, Dhaka.

Organizational context

The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to `To become a leading humanitarian organization by mobilizing the power of humanity`. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal time.

Since March 2020, Bangladesh Red Crescent Society (BDRCS) with the support of IFRC and membership, has been preparing for and responding to the COVID-19 pandemic across the country and is working closely with the Government of Bangladesh to keep people healthy and safe. BDRSC has mobilized its extensive network of trained volunteers to conduct community outreach, including prevention and awareness activities, hygiene promotion and countering rumors and misinformation, as well as providing mental health and psychosocial support to people in distress, including those carrying the virus and first responders. BDRCS is also using this extensive network to assist the country’s most vulnerable groups with food and cash assistance. In the long run, socio-economic interventions will be the most important part of the COVID-19 response. In 2021, we developed a new partnership with the Coca Cola Foundation to strengthening Bangladesh Red Crescent Society (BDRCS)’s ongoing support to the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus. This position is supported by the Coca Cola funded project and work closely with Senior Project Coordinator in close coordination with Director, Y&V, Health, and Finance.

Job purpose

Strengthening Bangladesh Red Crescent Society (BDRCS)’s ongoing support to the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus project supported by the Coca Cola Foundation has three objectives. First objective is to strengthen vaccination rollout and deployment to increase the number of vaccine registration and vaccine receiver; second objective is to providing PPE to the targeted health worker, volunteers engaged in the vaccination campaign and under privileged communities to enable them to continue their services; finally, the third objective is to promoting hygiene and sanitation practices to sensitize communities and encourage healthy behaviors to stop the spread of Corona virus. One of the key components of the project is public facing communication to increase the number of vaccine registration, vaccine receiver, promoting hygiene and sanitation practices through online and offline media and communication network.

The Communication Officer is key person of this project to lead and implement risk communication and community engagement related activities. This post holder will also provide programmatic and operational support in a daily basis to implement and deliver risk communication and community engagement related activities under objectives one and three of the project in line with the project budget and project proposal. This post holder will also ensure all the project expenses are align with BDRCS standing order and standard compliance, rules, and procedure in an effective, efficient, and timely manner.

Specific requirements for this position

This post holder needs to meet specific requirement to deliver and implement the project activities. Therefore, incumbent with at least 4 years extensive experiences in communication and meet the following criteria should consider apply for this position:

  • Experience in communicating with public, or social marketing or mass media campaign.
  • Experience in developing IEC materials and Graphic Design, Photography, Videography
Experience in media and press communication, report writing, and liaison with communication agency.

Job duties and responsibilities

  • Develop & implement communication plan to increase the number of vaccine registration, vaccine receiver, promoting hygiene and sanitation practices.
  • Develop messages, generates contents, and arrange approval of the messages from DGHS related to COVID19 vaccination and hygiene practices to stop the spread of virus.
  • Liaison with communication agencies/expert to deliver the communication activities and disseminate useful and practical information to public.
  • Support social mobilization, community engagement and communicating with public on vaccination.
  • Orient volunteers and develop communication SoP for volunteers on COVID19 vaccine.
  • Prepare press release and support communication department to publish the news.
  • Develop stories for BDRCS social media platform, website and project reporting including photo story design.
  • Help producing video clips/documentaries when necessary for/on the project interventions.
  • Develop project archival system for photo and communication document related to communication activities.
  • Monitor the COVID19 general and vaccine related media coverage in all the media platform to share with project and operational departments for evidence-based decision-making on COVID19 response.
  • Work with a cross-departmental team for better coordinate the communication and related activities of the project.
  • Contribute internal reports, presentations and other documents, mobilize other departments for contents etc.
  • Carry out any assigned task as needed in due time as instructed by Line Manager or competent authority.
