The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently, Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of its Covid-19 Response project supported by the Coca Cola Foundation (TCCF) based in NHQ at Dhaka:

Reportable to : Senior Project Coordinator in close coordination with Director – Youth &
Volunteer, Director – Health.
Salary Range : Up to 60,000 BDT (other benefits as per organization’s policy).
Age limit : Maximum 35 years (age limit will be relaxed in case of potential candidate).
Duty station : National Head Quarters (NHQ), Moghbazar, Dhaka.

Organizational context

The Bangladesh Red Cross Society was constituted on 31 March 1973. The Society was recognized by ICRC on 20 September 1973 and admitted to the International Federation of Red Cross and Red Crescent Societies on 2 November 1973. The name and emblem were changed from Red Cross to Red Crescent on 4th April 1988 vide Act 25 of 1988. BDRCS National Headquarters at Red Crescent Sarak, Boro Moghbazar, Dhaka is the Secretariat of the Society. The Secretary General, appointed by the Managing Board, heads the Secretariat. The BDRCS has 68 Units. A Unit is constituted in each district and in the Metropolitan cities of Dhaka. Chittagong, Rajshahi & Khulna. Its vision is to `To become a leading humanitarian organization by mobilizing the power of humanity`. And mission statement is `The Bangladesh Red Crescent Society, a volunteer-based humanitarian organization, endeavors to prevent and reduce human sufferings and save lives of the most vulnerable and marginalized groups by providing effective and efficient services through mobilizing resources in emergencies and normal time.

Since March 2020, Bangladesh Red Crescent Society (BDRCS) with the support of IFRC and membership, has been preparing for and responding to the COVID-19 pandemic across the country and is working closely with the Government of Bangladesh to keep people healthy and safe. BDRSC has mobilized its extensive network of trained volunteers to conduct community outreach, including prevention and awareness activities, hygiene promotion and countering rumors and misinformation, as well as providing mental health and psychosocial support to people in distress, including those carrying the virus and first responders. BDRCS is also using this extensive network to assist the country’s most vulnerable groups with food and cash assistance. In the long run, socio-economic interventions will be the most important part of the COVID-19 response. In 2021, we developed a new partnership with the Coca Cola Foundation to strengthening Bangladesh Red Crescent Society (BDRCS)’s ongoing support to the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus. This position is supported by the Coca Cola funded project and work closely with Senior Project Coordinator in close coordination with Director, Y&V, Health, and Finance.

Job purpose

Strengthening Bangladesh Red Crescent Society (BDRCS)’s ongoing support to the National COVID19 vaccine deployment and rollout to stop the spread of the COVID19 virus project supported by the Coca Cola Foundation has three objectives. First objective is to strengthen vaccination rollout and deployment to increase the number of vaccine registration and vaccine receiver; second objective is to providing PPE to the targeted health worker, volunteers engaged in the vaccination campaign and under privileged communities to enable them to continue their services; finally, the third objective is to promoting hygiene and sanitation practices to sensitize communities and encourage healthy behaviors to stop the spread of Corona virus.

The project officer will provide regular programmatic and operational support to the project to ensure timely and effective implementation in line with the project proposal, Project work plan, project budget and project impact matrix in close coordination with Senior Project Coordinator along with Director, Y&V, Health, and Finance and key partners. She will also liaison with communication and finance officer in a regular basis. This post holder will also ensure all the project activities are meet the deadline and project expenses are align with BDRCS standing order and standard compliance, rules, and procedure.

Job duties and responsibilities

  • Work with the Senior Project Coordinator closely in coordination with Director, Health and Direct Youth & Volunteer Department and in efficient and timely program implementation.
  • Liaison with team members (communication, finance officer, response coordinator, medical officer, field officer etc.) to meet the project deadlines and workplan.
  • Ensure quality programme implementation through regular monitoring and technical inputs to the respective branch official and branch volunteers.
  • Monitor and assist Senior Project Coordinator to review the operational plan to ensure that these are realistic, both in terms of budget and implementation plan of Project.
  • Liaison with relevant department (finance, logistics, HR, P&D etc.) for project implementation and better coordination.
  • Follow up on challenges and opportunities for the implementation of planned activities in various projects and coordinate the mitigation and adaptation with BDRCS and its partners.
  • Support the vaccination program implementation with relevant departments (DR, Health etc).
  • Support communication officer to coordinate with communication agency to ensure all the public communication of the projects are well coordinated and delivered on time.
  • Organize coordination meetings and forums, involving national authorities, national and international partners, and donors, if necessary
  • Ensure that accurate and timely reporting are maintained as per requirements of the donor and partners.
  • Participate in the procurement Committee for the procurement processes and ensure all project procurement activities are maintained as per BDRCS policy and procedures.
  • Carry out any assigned task need to be accomplishing within the due time as instructed by Line Manager or competent authority.

Master’s level or higher in Social Science, Development Studies, Disaster Management, or other relevant discipline.  (For highly skilled candidate, educational qualification may be relaxed to Bachelor degree.)
