Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 49 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Bangladesh Red Crescent Society is looking for suitable candidate for following position of its Coastal DRR Project:

 

Job title : Finance Officer- Compliance & Monitoring (Contractual).
Duration of contract : 12 months (Possibility of extension based on performance and need of the project).
Salary : BDT 45,000.00 to BDT 50,000.00
Age : 36 years maximum (age limit will be relaxed in case of potential candidate).
Duty station : Coastal Disaster Risk Reduction Program, Dhaka.
Number of vacancy : 01 (One)

Roles and Responsibility:

  • The Finance Officer’s (M&C) main duties are implementing and monitoring the organization Compliance, Coordination of compliance audit activities and communication of expectations and reporting results are the key functions of this position.
  • Report to the Deputy Manager-Finance/Deputy Manager-Program/ Program Director on a regular basis to review progress on budget utilization and assist with establishing improvement plans.
  • Develop and implement a Compliance training plan.
  • To Assist the Deputy Manager- Finance, Coastal DRR Program, BDRCS in coordinating internal compliance review and monitoring activities.
  • To Assist the Deputy Manager- Program, Coastal DRR Program, BDRCS in preparing any report relating to compliance according to the Program/Donor requirement.
  • Ensure/Investigate complaints and coordinate action plans with other departments.
  • Assist to develop policies and programs that encourage staff to report suspected fraud or impropriety without fear of retaliation related to financial matter.
  • Develop and communicate the objectives of the Compliance to the Program and report accomplishments regularly. Maintain a log of communications received relevant to compliance.
  • Compile reports of investigations conducted, findings and recommendations developed, action plans established, and progress noted on monthly basis.
  • Interview Community/beneficiary periodically.
  • Conduct unannounced mock surveys, inspections, audits and investigations periodically to assess staff readiness and to specifically identify where corrective actions are needed for the Coastal DRR Program staffs.
  • Undertake any other appropriate duties that may be required by the BDRCS authority.

Person Specification:

Education and experience:

  • Master’s degree in accounting/Finance, MBA major in Finance and CA Course completed will be preferred (Educationqualification will be relaxed in case of potential/ experienced candidates).
  • At least 5 years working experience in relevant sector.
  • Having excellent skill on written, verbal communication and time management.

Skills and abilities:

  • Proficiency in Advance MS Word, Excel, PowerPoint, Internet Browsing etc.
  • Fluent in English and Bangla language with well Typing skill.
  • Knowledge of using financial software (Tally software).
  • Knowledge on Bangladesh Tax and VAT rules.
  • This position requires 10-15 days field travel to the program areas (coastal area in Bangladesh).

  • Act at all times in accordance with the Code of Conduct and strong ethics with an ability to manage confidential data.
  • Listening skills; Cultural sensitivity; Flexibility & adaptability; Team player and gender sensitive.
  • Assist the organization on occasion, in times of national, international, local emergencies or major disasters.

Lateral relationships:

  • Establish and ensure effective working relationships with members in the program team of BDRCS/CPP/ AmRC/IFRC, PNSs, and respective RC unit.
