Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 48 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Bangladesh Red Crescent Society is looking for suitable candidate for following position:

Job title : Project Officer

Report to : Project Manager, BDRCS NHQ, Dhaka
Coordination : Secretary, Cox’s Bazar Red Crescent Unit and Unit LevelOfficer, Cox’s Bazar RC Unit
Working closely with : British Red Cross (BRC) Project Coordinator and other officials of Barishal
Responsible for : Project Management (Implementation & Development), Monitoring, Reporting and Coordination
Location : BDRCS unit office, Barishal
Job purpose

The Project Officer (PO) is expected to manage the V2R Project at field/communities. S/he is responsible to coordinate with different stakeholders at district, sub-district and community level. The PO is also expected to maintain a good working relationship with project team (BDRCS and BRC), other relevant programs/departments at NHQ and Unit level. He/she will represent project in different meetings and forums at field level.

Duties and responsibilities

  • Coordinate with Unit Secretary, consult and take appropriate action to implement activities.
  • Perform responsibility as Member Secretary of Project Implementation Committee (PIC), as when as it constitutes, and brief about project progress.
  • Assist Upazilla Project Organizers (UPO) for project implementation.
  • In consultation with Technical Officers, prepare monthly activity plan for UPOs and extend support to implement activities accordingly.
  • Coordinate and monitor project activities.
  • Guide, direct and supervise the work of the community organizers (CO).
  • Monitor the activities of external parties/contractors, if any, and ensure progress as per the agreed ToR or contract.
  • Organize all planned trainings, awareness campaigns, community meetings and dialogues as per the timeline in the plan of action.
  • Regularly report to Project Manager/Focal Person on project progress and challenges.
  • Contact/liaison with relevant stakeholders (NGOs, government agencies etc) at district/sub-district level as required/appropriate.
  • Ensure proper use and maintenance of project vehicles, equipment and other assets.
  • Coordinate with ULO to organise meetings at district, upazila and community level.
  • Prepare periodic narrative report for the BDRCS NHQ and unit.
  • Prepare monthly financial report and cash request and ensure timely submission to BDRCS NHQ.
  • Any other duties as assigned by the authority.

PERSON SPECIFICATIONS:

Education and experience:

  • Bachelor’s degree and minimum 5 years relevant experience.
  • Person with additional experience on project assessment, planning, monitoring and evaluation as well as working in a multidisciplinary and multicultural team will be given a priority.
  • Experience in organizing and facilitating sessions, meeting, training/workshop.

Skills & abilities:

  • Be a good team member.
  • Able to plan and work independently with minimum supervision and have to work under pressure with deadline.
  • Analytical skills and ability to think strategically.
  • Able to plan and work independently with minimum or no supervision.
  • Able to influence, communicate, co-operate and negotiate with a wide range of people and organisations.
  • Demonstrate ability to work under pressure and meet deadlines.
  • Ability to manage multiple and complex tasks.
  • Fluent in English and Bengali.
  • Capable and experience in Bangla typing (Bjoy software)
  • Have adequate user level knowledge on various computer applications such as Word, Excel and PowerPoint etc.
