Internal Red Cross-Red Crescent Movement is the largest volunteer based humanitarian organization in the world. The Bangladesh Red Crescent Society (BDRCS), a national society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the Government, the BDRCS provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

BACKGROUND INFORMATION
The Bangladesh Red Crescent Society (BDRCS), in partnership with the Swiss Red Cross (SRC) has been implementing the ‘Urban Empowerment and Resilience Project’ at Ershadnagor in Tongi, Gazipur since 2017. The project’s overall goal is to improve the resilience of slum communities through improved health and WASH, waste management, disaster preparedness and inclusion to the public services. The Covid-19 pandemic and the ensuing containment measures have massively disrupted the lives and livelihoods of the people in the project area. Thus, BDRCS and SRC have added another component to the project under which the most affected and therefore most vulnerable population groups in the slums of Gazipur will be supported to sustainably recover their disrupted or lost livelihoods. This component aims at contributing to an escape from the poverty trap through training and skill development support as well as support for the revival of small businesses. In combination with support for livelihood recovery, the project will implement protection measures to mitigate domestic and intimate partner violence.

POSITION SUMMARY
The position holder’s primary responsibility would be managing and implementing the livelihoods recovery component of the project which includes small business development, employable skill development, and Gender based Violation (GBV). In addition to that S/he will contribute to some extent as assigned by the authority to the other components of the projects.

KEY RESPONSIBILITIES

Specific roles to the Small Business Development (35%)

  • Identify, assess and select covid-19 affected small business owners and develop necessary to tools which is required for assessment and selection.
  • Develop business plan tools and templates for small business owners.
  • Mobilize small business owners and facilitate the development of business recovery plans.
  • Develop and prepare recovery support service plan.
  • Deliver recovery support services i.e. cash grant, trainings etc. to the selected small business owners, in accordance with standard operating procedure.
  • Closely monitor the progress of each small business recovery.
    Specific roles to the Employable Skill Development (30%)
  • Find training providers, liaise with training providers, negotiate and decide on training costs, delivery model and facilitate agreements between training providers and BDRCS.
  • Prepare beneficiaries’ assessment tools. Identify and select training beneficiaries.
  • Facilitate enrolment of selected candidates to the right training course.
  • Monitor enrolled trainees and training providers to ensure that the skill development courses are offered and finalized in an appropriate manner.
  • Follow up training services providers and ensure that training services providers have taken necessary steps to employ training recipients.

Specific roles to the Gender based Violence (10%)

  • Find and review GBV resources i.e. guideline, tools available in BDRCS.
  • Find and hire GBV training providers or promoter who can deliver training to the community volunteers, on GBV, and arrange TOT for volunteer; prepare GBV plan and implement it.
  • Establish GBV survivors’ identification mechanisms, identify GBV survivors and provide GBV survivors the psychological support and link them with livelihood options.

General roles to the Project Implementation (25%)

  • Assist the project manager in updating and operationalising the implementation plan in order to ensure the timely and high-quality project implementation.
  • Generate MIS data and update these on a regular basis.
  • Build linkages and liaise with Ward Councilor, City Corporation, GO/NGO shareholders, Ward Development Coordination ommittee (WDCC) and the community and undertake necessary advocacy for achieving the project outcomes and objectives.
  • Develop project progress and monitoring reports, other management information system and case studies.
  • Ensure that BDRCS, SRC and the project are represented in external and internal forums and regular liaison with key stakeholders is maintained
  • Support a flawless financial management of the project in the field
  • Enable good performance of volunteers, community organizers and community based organizations during trainings, workshops and orientation programmes and when mobilizing the communities.
  • Perform any other duties assigned by the line manager

QUALIFICATION AND REQUIREMENTS

  • Graduate from a reputed University, preferably in Business Administration, Social Sciences, Urban Studies, Development Studies, Economics or any other relevant subject.
  • Minimum of five years working experience in the development and/or humanitarian field – preferably in urban settings, and a minimum of two years of experience in small business development and skill development.
  • Strong project management capability and a good understanding of the logical framework approach, project monitoring and supervision.
  • Excellent motivational and leadership skills
  • Strong command of English and Bangla, both orally and in writing.
  • Ability to write monitoring reports, event reports, case studies.
  • Ability to priorities own workload, to work independently and to adhere to deadlines
  • Ability to work in and contribute to team building environment
  • Proficiency in office application i.e. MS Word, MS Excel, MS PowerPoint.
  • Commitment to humanitarian principles, gender policies and the Red Cross/Red Crescent Principles.
  • Willingness to stay nearby the duty station.
