Internal Red Cross-Red Crescent Movement is the largest volunteer based humanitarian organization in the world. The Bangladesh Red Crescent Society (BDRCS), a national society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the Government, the BDRCS provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently BDRCS is looking for a suitable Bangladeshi national for the following position under it’s Health and Psychosocial Support Program:

Project description:

Since August 2017, thousands of men, women and children have fled violence in Myanmar and crossed into Bangladesh. The newly arrived people came to Cox’s Bazar district with very few belongings and struggled with minimum levels of food and other essential needs and services for survival. This is one of the largest and most complex crises in the region. The Bangladesh Red Crescent Society (BDRCS) with support of the International Federation of the Red Cross and Red Crescent Societies (IFRC) and Partner National Societies (PNSs) is implementing a large “Population Movement Operation-PMO” to respond to the needs of the new arrivals and host communities. Moreover, BDRCS is providing Health and PSS supports by establishing of Hospitals/ Healthcare Centers under PMO.

Purpose of the position:

  • To ensure the smooth running of the Healthcare and Psychosocial Support (PSS) Programs by coordinating all service providers. Adequate collaboration with Government agencies, UN agencies, INGOs and PNSs for quality implementation, supervision and monitoring of the project.
  • To ensure adequate implementation and further improvement of the Healthcare and PSS Programs .

Roles and responsibilities:

Program Implementation and Progress Monitoring:

  • Ensure continuous monitoring, quality and timely implementation of all activities.
  • Supervise medical and non medical staff of the program and provide them proper guideline.
  • Develop strategies and carry out with the team members.
  • Ensure all interventions are implemented, monitored and reported correctly to all key stakeholders.
  • Ensure effective utilization of project budget keeping the overall goal and objectives of the project.
  • Develop an internal appraisal system and utilize the same for regular performance appraisal.
  • Regularly visit the project areas, plan and monitor activities during implementation, expansion & consolidation phases of the entire length of the project.
  • Lead in the development of contingency plans in all health facilities of PMO.
  • Monitor, regularly update and identify gaps on medical supplies including logistical assets required to ensure the smooth operation of all PMO related health facilities in Cox’s Bazar.
  • Undertake relevant tasks as assigned by the authority when required.

Reporting and Documentation:

  • Prepare good quality reports and evidence-based documentation of project activities including case studies with evidence, success stories and stories of failure / learnings.
  • Report writing including monthly and annual reports of the program.
  • Support the program team, volunteers and mobilizers to effectively assess, design, monitor and report on project activities regularly.

Teamwork:

  • To work in close coordination with other programs within the BDRCS and with the PNSs to ensure program implementation is done in an integrated manner.
  • To assist the project team in ensuring and following the community engagement and accountability process and protection, gender and inclusion while implementing any activity.

Leadership and Capacity Development:

  • Guide and supervise Doctors, Midwives, Nurses, PHC Officers, Camp Mobilizers, Volunteers for quality implementation of the project.
  • Provide regular technical support with guidelines and SOPs on Health, PSS and Outreach activities to the field staff.
  • Build capacity of Health/ PSS Facilitators as per need of the project.
  • Perform any other responsibilities as assigned by the authority.

Coordination:

  • Coordinate with relevant staff (Health & PSS) and other relevant sectors.
  • Develop and maintain contact with internal and external stake holders.
  • Closely coordinate all Health/ PSS stakeholders/ service providers to ensure complementarities and synergy of services.
  • Maintain close coordination with movement partners’ / IFRC counterparts/ teams.
  • Coordinate, supervise and mentor all Health/ PSS activities in the camps as well as the host communities and build sustainable linkages with all stakeholders including Government agencies.
  • Liaise with Government bodies, UN and I/NGOs & community groups.

Education Requirements:     

  • MBBS with MPH.

Working Experience Requirements:

  • At least 5 years working experience in the field of Health and/or Psychosocial Support of which 3 years of management experience (managing at least 20 staff directly) is a requirement for this position as it necessitates a high degree of coordination of different stakeholders and guidance of staff. Working experience in the field of emergency response and in the Rohingya crisis context is an advantage.

Skill Requirements:

  • Candidates must be self-starters and professionally competent.
  • Sound knowledge on both Health and PSS.
  • Applicants must have proven skills as managers, i.e. being direct line manager of at least 5 persons.
  • Candidates must be skilled in leading and working in a multi-faceted team.
  • Candidates must to be proficient in English in both written and spoken.
  • Must have good documentation and communication skills.
  • Good computer literacy in MS Word, PowerPoint, Excel and IT familiarity (e.g. internet and web browsing/ communication) is must.
  • Candidates must be highly skilled in quality narrative and numeric reporting.
  • Knowledge of digital data collection (e.g. Kobo) is an advantage.
  • Community mobilization experience will be considered as an asset.
  • Training and facilitation skills are highly desirable.
