Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster relief, disaster management, responding to public health emergencies, capacity building of the vulnerable population and promoting Red Cross Red Crescent ideals and principles.

Purpose:

The Logistics Director is accountable to Secretary General, for planning, implementing, monitoring and reporting on all logistical aspects of all departments and programmes. The Director will ensure that all logistics tasks are in compliance with the BDRCS standards and procedures. The Director will be responsible for procurement, transport, warehousing and ICT. The Director will work towards alignment of BDRCS policies and guidelines with those of the International Federation of Red Cross and Red Crescent Societies.

Duties and responsibilities:

Common

  • To verify details of suppliers/service providers as well as to monitor and assess the progress of logistics component of all BDRCS programmes
  • Produce regular, timely and accurate stock, narrative and financial reports for the BDRCS and donors
  • Ensure that all activities within assigned role comply with BDRCS guidelines and policies (SPHERE, Code of Conduct, Principles and Rules for Disaster Relief, Fraud and Corruption Prevention and Control Policy etc.)
  • Ensure the dissemination of BDRCS’s Fraud and Corruption Prevention and Control Policy to all suppliers service providers who engage with the Country Office
  • Liaise and coordinate with Movement, international, governmental, non-governmental and appropriate civil society actors within the assigned areas on the key tasks and responsibilities set in this job description
  • Undertake any other task assigned by the Divisional Director/SG/Authority

Procurement

  • Ensure regular procurement and supply systems at the different levels of intervention, including requisitioning and receiving of goods
  • Ensure the most optimal and cost effective sourcing options are explored
  • Carry out procurement, ensuring compliance with the BDRCS procurement procedures and public procurement rules (PPR) for logistics requisitioning, tendering, comparative bid analysis and awarding of contract
  • Prepare and present procurement files to the sub Committee of Contracts for approval and keep records to full audit trail standard
  • Liaise with suppliers, service providers and other relevant stakeholders regarding delivery of supplies or services and keeping all parties informed of any changes in a timely manner
  • Maintain and update accurate supplier information for regularly purchased items
  • Keep track of local market conditions and establish/maintain good working relations with suppliers and inspection companies
  • Provide advice and negotiate contracts for goods and services required by the units
  • Ensure that quality control/checks are conducted for all items, materials or tools procured and delivered by suppliers, that they all meet specifications stated in contracts, are fit for the intended purpose, and have appropriate inspection certificates, when required

Transportation/Fleet management

  • Plan, coordinate and manage transportation requirements in accordance with the operation needs. Ensure good maintenance and use of transportation management system
  • Ensure that contracts with private companies for trucks and additional vehicles are well planned and coordinated, and planning best use of the vehicles in case of emergency operations
  • Supervise overall management of BDRCS’ vehicle fleet, including security and management of drivers
  • Oversee maintenance of logistics fixed assets, including vehicle registrations and insurance issues
  • Manage the customs clearance and other formalities for incoming goods as well as their timely transportation and receipt into warehouses
  • Identify and recruit direct line reports (staff) and provide management, guidance and training to them

Warehousing

  • Maintain accurate stock control and records at all times and provide monthly stock reports
  • Ensure timely and efficient receipt and dispatch of goods in support of their operations
  • Ensure the correct storage, rotation of stock and proper structural maintenance of warehouses to keep all stocks in good condition
  • Ensure the engagement of temporary, local labour to facilitate the timely and efficient receipt and dispatch of goods to and from the warehouses

Information, Communication and Technology

  • Ensure that BDRCS’s ICT services to departments and programmes is well managed
  • Plan, coordinate, manage BDRCS;s ICT needs
  • Procure, Maintain inventory, manage and dispose ICT equipment as per policy
  • Develop ICT policies, guidelines and procedures
  • Development and maintain BDRCS office network
  • Ensure the development, maintain and update BDRCS website
  • Ensure that Internet bandwidth is well maintained in coordination with IFRC
  • Ensure that all BDRCS workstation are on official email

Experience, knowledge and skills requirements:

  • At least 10 years working experience in general logistics, including warehousing, transportation, customs clearance & procurement
  • Experience of managing and supporting staff
  • Experience in a humanitarian, development or International Organization is preferred
  • Experience in narrative and financial reporting
  • Excellent verbal and written skills in English
  • Good computers skills (Windows, Spreadsheets, Word processing, e-mail etc.)
  • Able to prioritize and meet deadlines
  • Skills in mentoring, training and developing staff
  • Highly organized, proactive and innovative approach to work
  • Flexibility (e.g. working beyond office hour if needed)

Academic Requirements:

  • Bachelor degree in any discipline.
  • Master degree would be an advantage.
  • Professional Degree on supply chain will be preferred.
