Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 48 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Background:

By 2014 Bangladesh’s urban population had reached 53 million with a current annual growth rate of 4.19% and is expected to grow up to 79.5 million by 2028. A crucial downside of the growing urbanisation, is the increasing inequality in the urban context. 38% of Bangladesh’s urban population live in slums. Many of these are climate migrants who are forced to move to urban areas after losing their homes to river bank erosions or climate change. Different sources show, that slum dwellers are the most vulnerable of our time, looking at social and health indicators compared to the rural or urban population. Accelerated urbanization and the challenges that come with it are indeed recognized by the GoB and resulted in different initiatives and programs on national and regional levels. Nevertheless, especially in Dhaka City and other urban centers, still a high number of people live in extreme poverty, reside in an insecure environment, are excluded from public services and do not profit from these initiatives. A multi-sectoral approach is needed to address the needs of the most vulnerable urban inhabitants.

Job purpose:

This position will be part of the Bangladesh Red Crescent Society (BDRCS). The Project Manager (PM) has the overall responsibility of the project and leads and guides the team effectively. Moreover, the PM monitors and controls the quality of activities carried out by the Field Officer BDRCS, the ULO’s, Community Facilitators (CF), Child Care Takers and the RCY’s in two slums (Pukurpar and Baganbari), communicate with local stakeholders and report to the Programme Manager SRC and the Director Health of BDRCS. The PM also supervises and supports capacity building activities of the two BDRCS units involved and actively engages with the ULOs and their Executive Board members. Moreover, the PM is responsible to link the project with other relevant Departments within BDRCS, such as PMER, DRM, Training, Unit affairs, fund raising as well as external relevant stakeholders.

Overall responsibilities:

  • Support project implementation to ensure that the project is delivered on time and in accordance with the project documents and the required quality standards.
  • Lead and guide the team effectively to implement the project activities according to the quarterly/annual plans and the logframe.
  • Prepare project work schedule, breaking the activity into tasks and delegate them to the team.
  • Plan and lead different project events such as stakeholder meetings and training.
  • Prepare narrative and monitoring reports, case studies on monthly and quarterly basis. 
  • Establish functional linkage with stakeholders (City Corporation, Health Institutes/Facilities, schools and training institutes and other relevant non-governmental organisations); through regular meetings and MoUs.   
  • Support assessments and elaboration of a proposal for a follow up phase.
  • Support capacity development of the two BDRCS City Units of Dhaka and Gazipur City.
  • Develop team’s capacity to manage the project in a conflict sensitive manner.
  • Support the capacity building of the community based organisations (CBO) and thereby provide managerial and technical support to the CBOs to manage community led intervention and gain financial autonomy.
  • Support comprehensive documentation of the project activities.
  • Plan and implement team building initiatives.
  • Actively contribute in making BDRCS a recognised urban sector actor.

Qualification & Experience:  

  • Masters in Social Science, or Urban Planning, Disaster Management or Public Health, or related field from any reputed university.
  • Minimum 5 years of working experience in the urban sector.
  • Knowledge of urban context of Bangladesh with special reference to urban resilience, DRR, community based health care and CCA work.
  • Knowledge of national policies, issues and legal frameworks related to urban development.
  • Good command of English and Bangla language.

  • Knowledge on local context.
  • Excellent communication skills, both verbal and written, in English and Bangla.
  • Knowledge of relevant computer packages.
