Terms of Reference (ToR) for
“Gender Analysis of Bangladesh Bondhu Foundation (BONDHU)”
A. INTRODUCTION
Bangladesh Bondhu Foundation (BONDHU) – BBF - was established by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, referred usually as “GIZ” for the implementation of large-scale projects in the fields of energy and environment with a view to contributing to sustainable development of Bangladesh.
Currently, BBF implements Bondhu Chula program. BBF has a country-wide network of Bondhu Chula entrepreneurs and service providers. It operates through around 200 local offices spread all over the country and employs around 600 regular staffs.
B. BACKGROUND
Gender relations in Bangladesh have been undergoing a process of considerable transformation over the last three decades. This transformation is a part of broader process of economic transition and social change. Although progress has been considerable in many spheres, women’s changing roles have also given rise to a range of new challenges that require shifts in policy making and program implementation as well as the various social and cultural values which have informed and shaped implicit societal understandings of women’s roles and responsibilities.
Bangladesh Bondhu Foundation’s Perspective: Recognizing the challenges in gender relations, gender equality has been set as a core principle of BBF. BBF is committed to align all its activities with this core principle. BBF focuses on women empowerment and gender equality.
BBF understands that Bondhu Chula is not gender-neutral and women use energy differently than men, because of their different household and productive activities. BBF also wants to explore opportunities for women’s employment.
C. OBJECTIVE
The main objective is to get a report on gender status of BBF with recommendations for the future.
D. SCOPE OF WORK
In order to achieve the objective, the assignee should perform the following tasks:
Gender Analysis:
- Review the ongoing program activities of BBF through gender lens
- Identification of women’s status in project
- Gender analysis of BBF (staffs in head office and field offices)
- Gender analysis of the stakeholders (partners, Bondhu Chula doctors and beneficiaries)
- Recommendations
E. METHODOLOGY
The methodology for gathering necessary information to deliver the assignment is up to the consultant, though it should be clearly expressed in the technical proposal for approval by BBF, prior to awarding of the contract.
For primary information collection- Interview/ consultations with BBF team members, community level management committees, local representatives, users, and potential local level stake holders will add value. For this purpose, the consultant may have to:
- Visit to 2 project locations
- Survey of selected beneficiaries
- Interview of the BBF staffs
- Discussion with selected partners/stakeholders.
F. ROLES & RESPONSIBILITIES
The consultant will be responsible for developing a sound research methodology, planning and conducting a consultation and managing the data collection, as well as writing up the reports and presenting the findings and recommendations.
G. DISIRED COMPETENCIES AND SKILLS OF THE CONSULTANT
- Advanced university degree in social sciences or equivalent with excellent understanding of gender mainstreaming;
- Previous work and/or evaluation experience with gender and development issues, women’s rights and gender mainstreaming;
- Proven experience in designing and conducting independent evaluations, desk studies and/or research of development programmes and advocacy;
- Good communication, analytical and drafting skills;
- Identify with Bangladesh Bondhu Foundation’s values and principles;
- Familiarity with a rights-based approach.
H. DELIVERABLES
Deliverable 1 A summary report (Draft & Final)
Deliverable 2 A detail report on the gender analysis (Draft & Final)
Deliverable 3 A half day in-house presentation of study report to BBF team members
I. TIMELINES AND EXPECTATIONS
The assignment is expected to be complete within 8 weeks. However, the Consultant should mention their own specific, achievable timeline based on objectives in the proposal.
J. TERMS FOR PAYMENT
A consultancy contract format will be used, subject to the Firm/Consultant's agreement with the terms. Payments would be made in accordance the schedule of payments stated in the terms of reference. The Consultant’s financial proposal should break down the costs of the assignment into the phases below.
