Job purpose
The Monitoring and Evaluation Officer will be accountable for supporting quantitative studies, monitoring, and evaluation activities in the Bangladesh office. This role involves overseeing the design and implementation of baseline, midline, and endline surveys in consultation with the supervisor. Additionally, the Monitoring and Evaluation Officer will develop the project's M&E plan, including reporting, database management, and creating performance monitoring frameworks. The position also requires managing, compiling, and analysing large-scale datasets. The ideal candidate should have a strong understanding of statistical methods, monitoring and evaluation tools and techniques, along with practical experience using software such as SPSS and KOBO for their work.
Main Duties & responsibilities
- Lead the development of quantitative research plans when assigned with a research project. Formulate quantitative research designs and develop necessary instruments such as surveys and needs assessment questionnaires.
- Oversee the field research team and liaise with agencies in conducting fieldwork, including briefing the field team and supervising the piloting of the survey instruments. Monitor and control the data quality of fieldwork/ data collection.
- Analyse data, prepare draft research reports, and creatively present and disseminate key findings, insights, and recommendations for internal/external stakeholders and partners
- Lead with the development of the M&E Plan, including reporting, database management, and developing M&E and/or performance monitoring plans.
- Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit-worthy
- Work closely with the partners’ staff responsible for project management and monitoring data collection and analysis, and contribute to the timely updating of the Monitoring and Evaluation (M&E) database.
- Identify lessons learned and develop case studies to capture the project's impact evidence and share it with the project manager to improve project performance using M&E findings.
- Train and share knowledge with research assistants, helping them build their research skills and management knowledge.
- Check that monitoring data are discussed in appropriate forums and in a timely fashion regarding their implications for future action. If necessary, create such discussions to fill any gaps.
- Track the timeline and ensure all research and monitoring activities are delivered on time.

The role may involve working with groups of vulnerable children and adults. For the successful candidate, mandatory training will be provided on BBC Media Action’s safeguarding policy and staff code of conduct.
