Partnership and Compliance officer

Duration : Until March 2024 (based on funding availability)

Context:

BBC Media Action is the BBC’s international development charity. We use media and communications to reduce poverty and promote human rights in developing countries. We partner with civil society, local media and others to produce creative programmes in multi-media formats which inform and engage audiences around key development issues; and strengthen the media sector through capacity building. Our work is built on insights from our research and engagement with communities and is focused on three key themes: governance and rights, health and resilience.

Overall purpose:

The Partnership and Compliance Officer will work to ensure that organisations partnering with BBC Media Action in Bangladesh are supported and enabled to contribute fully to the delivery of development project work; while also maintaining compliance with all relevant administrative and policy requirements. S/he will also contribute to administrative and operational support within the BBC Media Action Bangladesh project team.

Main Duties & responsibilities:

  • Establish, maintain and implement a partnerships and localisation strategy for the Bangladesh country office, ensuring input and engagement from across the office.
  • Implement and manage an effective legal, financial and donor compliance program for the country office and partner organisations.
  • Facilitate the engagement of potential partners in project design and funding proposals.
  • Conduct internal audit and create and manage effective action plans in response to external and internal financial audit discoveries and compliance violations and internal control issues for the country office and partners.
  • Undertake due diligence with potential partners in accordance with BBC Media Action risk frameworks.
  • Draft and negotiate partnership contracts and agreements.
  • Develop mutually agreed capacity strengthening/sharing plans with partners, based on project and institutional needs and including a range of training and mentoring approaches. Lead BBC Media Action’s implementation of these plans, including the provision of training and mentoring support to partners, where necessary.
  • Support all delivery partners to submit accurate financial reporting information, ensuring that this is received on time. Working with other members of the project team to collate and draft sections of internal and donor reports.
  • Conduct joint monitoring activity, alongside partner organisations, providing opportunities for joint reflection on progress, obstacles and required modifications.
  • Support partners to actively participate in coordination and learning forums; and in meetings, communication and coordination with international consortium members, donors and other stakeholders connected to the project.
  • Conduct regular financial monitoring and internal audit for with partner organisations, identifying if there are areas where support is required and agreeing on mutual action plans to enhance the value of the partnership on both sides.
  • Identify any concerns relating to legal, financial and donor compliance with contract or reporting conditions, working together with partners to address these while ensuring that risks are highlighted to relevant project and country office management staff
  • Provide other administrative and operational support to the project as required.

Good interpersonal skills, with the ability to form and maintain effective working relationships at a range of levels

Experience of managing partnership and grants as a prime partner in USAID, FCDO and UN funded projects.

Experience in designing and delivering training or mentoring programmes for internal control, financial management and compliances.

Specialist knowledge and experience in one or more of: financial systems; safeguarding; legal & contracting; monitoring & evaluation; community participation

Good organisational and time management skills, with the proven ability to prioritise, work independently and maintain attention to detail

Good analytical report writing and communication skills, in English and Bangla

Well-developed IT skills, including Microsoft Office

Good understanding of safeguarding principles, with the ability and willingness to adhere to BBC Media Action safeguarding policies and procedures

The role may involve working with groups of vulnerable children and adults. For the successful candidate, mandatory training will be provided on BBC Media Action’s safeguarding policy and staff code of conduct.
