Context:

BBC Media Action is the BBC’s international development charity. We use media and communications to reduce poverty and promote human rights in developing countries. We partner with civil society, local media and others to produce creative programmes in multi-media formats which inform and engage audiences around key development issues; and strengthen the media sector through capacity building. Our work is built on insights from our research and engagement with communities and is focused on three key themes: governance and rights, health and resilience.

Overall purpose:

To assist Finance Manager for the day to day financial management of the BBC Media Action – Bangladesh office where major responsibilities include ensure donor and local legal compliances are addressed, finance records are kept with sufficient audit trails, vendors payment and transactions are recorded in time, monitoring bank account and managing cash books, preparation of financial statements and assists for statutory and donor audits.   

Main duties & responsibilities:

  • Provide significant assistance to the Finance Manager in the area of financial control, financial and management accounting, donor compliance as well as legal and statutory compliance.
  • Ensure that all financial transactions are carried out and recorded in accordance with donor requirement, Standard Accounting practices and BBC Media Action’s policies.
  • Prepare payment vouchers and cheques and on-line payments with correct coding and supporting documentation.
  • Preparation statements and prompt settlement of statutory deductions of withholding tax and VAT from third party payments and payroll.
  • Preparation of monthly accounts from the transaction lists and ensure accuracy.
  • Reviewing expenses claims for travel, production and petty cash for accuracy and settlement of advance adjustment.
  • Perform accurate recording of all income and expenditure and provide assistance as directed by the Finance Manager for maintain the in-country financial system.
  • Liaison with bank for day to transactions, bank statements, remittance and cheque clearance. 
  • Assist Finance Manager for preparing the monthly cash flow projections and forecasts to arrange incoming remittance.
  • Ensure proper maintenance of financial record keeping with efficient archiving practices for audit requirement and donor compliances.
  • Assist Admin team in preparing and maintaining the fixed assets register and ensure regular update in compliance with donor requirement.
  • Assist Finance Manager in training and developing other finance and project staffs on financial and procurement policies, local statutory requirement and time to changes thereto.
  • Other duties as required by the Finance Manager.

Skills, knowledge and experience requirements:

Essential / Desirable
Significant years of working experience in finance with international NGO or agency with proven track records.

Completed Chartered Accountancy course from a reputed audit firm.

Good written communication skills in English and Bangla

Excellent interpersonal skills to establish effective working relationships with finance, administration and non-finance staff members.

Good time management skills with the proven ability to prioritise and work independently with attention to detail.

Substantial experience in preparing payment vouchers and managing third party payments and liaison with bank.

Experience in maintaining accounting records in cloud-based accounting software.
E
Adequate knowledge in practicing donor compliances for financial record keeping.

Adequate experience in statutory compliance on AIT and VAT withholding along with settlement of withholding tax and VAT and reporting thereto.

Experience in checking competitive procurement process and completeness of documentations.

Considerable experience in record keeping and archiving of financial documents according to the statutory requirement and donor compliances.
