Context:

BBC Media Action is the BBC’s international development charity. We use media and communications to reduce poverty and promote human rights in developing countries. We partner with civil society, local media and others to produce creative programmes in multi-media formats which inform and engage audiences around key development issues and strengthen the media sector through capacity building. Our work is built on insights from our research and engagement with communities and is focused on three key themes: governance and human rights, health and resilience.
In Cox’s Bazar, BBC Media Action is leading a multi-agency project with consortium member Translators without Borders. The project is helping to ensure that community engagement; the provision of information; and community feedback and participation are effectively implemented across the Rohingya emergency response. The consortium works together to provide a range of specialist, technical support services to the Cox’s Bazar Communication with Communities Working Group as well as to sectors and agencies within the response.

Overall purpose:

The Humanitarian Program Manager will ensure that the BBC Media and the common service consortium delivers on its commitments to donors and beneficiaries; driving delivery of a coordinated programme of activities as well as ensuring that all reporting commitments are met, deliverables across a range of projects are tracked  postholder will ensure that the consortium’s relationships with UN, NGO and government agencies are coordinated and maintained and will collate, draft and edit internal and external reporting and other documentation as required. For the BBC Media Action the post holder will be responsible for supporting fund raising activities, identifying possible new partners and support donor proposals.

The ideal candidate will be a strong, adaptable manager with the ability to drive work forward while maintaining active collaboration and engagement with project partners. It is anticipated that the post holder will have considerable experience of managing high-profile, multi-stakeholder projects; be familiar with the humanitarian architecture in Bangladesh; and have quick and accurate writing and numeracy skills. The position holder would spend approximately 50% of their time overseeing the common service consortium and 50% on other BBC Media Action projects in Cox’s Bazar.  

Main Duties & responsibilities

Specific responsibilities for common service consortium

  • Convene and support consortium meetings and other coordination systems and processes, enabling member agencies to develop and agree collaborative workplans and effectively coordinate operations and activities. Log and support the consortium’s operational relationships with NGO, UN, government and other partners, ensuring that lines of communication are clear, partnerships are of mutual benefit and issues of concern are appropriately flaged.
  • Monitor the consortium’s project activities and outputs, developing and maintaining an appropriate monitoring framework; providing early warning of any deliverables that are not on-track or on-time; and ensuring that information and learning is used effectively for adaptive management.
  • Develop and operate a reporting framework for the consortium’s funded activities, including collating information from consortium partners to provide accurate and timely financial and narrative reports to donors and through BBC Media Action internal reporting systems.
  • Draft regular reports and other documents needed to meet the deliverable and reporting commitments of the project.
  • Collate and provide timely and accurate forecasting information for consortium activities, to meet the needs both of donors and BBC Media Action.
  • Prepare and disseminate regular updates on the consortium’s activities and achievements, aimed at the wider humanitarian community operating in the Rohingya response.
  • Support consortium members to ensure that all outputs meet the highest quality standards; comply with donor and other relevant policies and procedures
  • Contribute to the vision and strategy for future community engagement and accountability related activities within the Rohingya response.
  • Take proactive responsibility for staying informed about developments and good practice in disaster preparedness and response (particularly in the field of communications) in Cox’s Bazar, in Bangladesh and globally.
  • Undertake any other tasks or responsibilities as requested by the line manager.

General responsibilities for other projects

This post is based full-time in Cox’s Bazar. For successful candidates normally based elsewhere in Bangladesh, BBC Media Action will provide modest housing and subsistence support for the duration of this role. In general, normal office hours will apply but the nature of the role means that a flexible approach to working time will be necessary.

The role may involve working with groups of vulnerable children and adults.
